Minutes of the April 30, 2009 Special Town Board Meeting
Chairman Sturgeon called the meeting to order at 3:00 PM. Those attending were Chairman Sturgeon, Supervisor Misiak, Supervisor Osfar and Clerk Allis.
Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon stated the Town Board is going to inspect the town roads. At 3:01 PM the Town Board went to inspect the town roads.
The Town Board returned from inspecting the town roads at 4:05 PM. Chairman Sturgeon discussed the following proposal with the Town Board:
Wedge and Seal:
West Harris Lake Road 1.3 miles
Harris Lake Road .9 miles
Old Cty W 1.5 miles
West Rock Lake Road 1.4 miles
Roads in Town .8 miles
Haskins .2 miles
6.1 miles
Chairman Sturgeon stated to wedge and seal the 6.1 miles it would cost approximately $160,000.00.
Crack Seal:
Papoose Lake Road 4.6 miles
Papoose Landing Rd .2 miles
East Harris Lake Rd 1.2 miles
West Birch Lake Rd 3.3 miles
Chicago Ave .1 miles
9.4 miles
Chairman Sturgeon stated he would like to do $15,000.00 of crack sealing instead of the budgeted amount of $5,000.00. If the town did not blacktop Keppler Road this year, the town could use the $30,000.00 budgeted for the gravel, since the gravel would not be needed this year. Chairman Sturgeon stated the town would have $193,000.00 to work with. By taking $15,000.00 out from crack sealing there is $178,000.00 remaining. The wedge and seal would be approximately $160,000.00, so the town would have $18,000.00 in reserve. Chairman Sturgeon stated that if towards the end of the road repairs we see that we have extra money, we can do up to $25,000 worth of road work extra without having to put it out to bid. Supervisor Misiak made a motion that the Board aggressively solicit a minimum of three bids for the above work. If the Board agrees with this approach, Supervisor Misiak wants to make sure it is competitively bid. The Board should take the extra initiative to see that we get a minimum of three bids. (Supervisor Osfar restated Supervisor Misiak’s motion that we actively pursue three bids for the roads that Chairman Sturgeon has indicated on the handout given to the Board members : West Harris Lake Road 1.3 miles, Harris Lake Road .9 miles, Old Cty W 1.5 iles West Rock Lake Road 1.4 miles, roads in the Town of Winchester .8 miles and Haskins Road .2 mile for the wedge and seal process.) Supervisor Osfar seconded Supervisor Misiak’s motion and the motion carried.
Supervisor Misiak made a motion to do the crack seal plan that was presented here as well, for the same reasons that we think we can repair more miles of road and do more benefit to the town with this approach. We should proceed with a minimum of three bids for this work as well. Supervisor Osfar seconded and the motion carried.
Chairman Sturgeon presented a letter from the Town’s attorney, Tim Volke, regarding the lake access between Blocks 18 and 20 Turtle Lake Resort Subdivision S33 T44N R5E. The Board agreed to finalize this problem at the Monthly Town Board Meeting, May 4, 2009.
Supervisor Osfar made a motion to adjourn. Supervisor Misiak seconded and the motion carried. The meeting adjourned at 4:27 PM.
