Minutes of the April 5, 2010 Monthly Town Board Meeting


Chairman Sturgeon called the meeting to order at 7:00 PM. Those attending were Chairman Sturgeon, Supervisor Osfar, Deputy Clerk Eifert and Treasurer Sell. Supervisor Misiak was absent. There were 13 people in the audience.

Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Chairman Sturgeon seconded and the motion carried.

Supervisor Osfar made a motion to approve the minutes of the March 1, 2010 Monthly Town Board Meeting, March 10, 2010 Special Town Board Meeting and the March 16, 2010 Special Town Board Meeting. Chairman Sturgeon seconded and the motion carried.

Supervisor Osfar made a motion to accept the Treasurer’s report as read. Chairman Sturgeon seconded and the motion carried.

Chairman Sturgeon reported the voting equipment was tested on March 17, 2010 by Louise Eifert, Kay Arlen and Clerk Allis; all voting machines are working properly. The town accepted the bids from Experienced Heating and Air Conditioning, Lake Tomahawk, for the 2-stage furnace for $12, 135.00 for the Community Building. The bid from Bauers Electric for $5,042.00 was also accepted. Chairman Sturgeon stated since we did not receive any bids for the foundation work, we will be rebidding for that work; bids will be due by April 30, 2010. Chairman Sturgeon and Supervisor Misiak attended a workshop in Phillips on March 13, 2010 to be certified for the Board of Review. On March 18, 2010 Chairman Sturgeon and the Town Crew went to Tomahawk for a Road Maintenance Workshop. The Library Board met on March 27, 2010. Hal Habermann will be building a cabinet for the library’s projector and stand. The Feasibility Study Committee met on March 26, 2010. Chairman Sturgeon highlighted the minutes of the meeting.

Supervisor Osfar reported the docks at the boat landings were being installed. He will be checking the conditions of the landing areas. Supervisor Osfar received an email from Tom Rued that the DNR is doing fyke netting and shocking the walleye, musky and bass spawns on the Turtle Chain in Winchester. The DNR will also be doing a creel census on the lakes.

There was no correspondence.

Supervisor Osfar stated there were no new road/lane name changes. Supervisor Misiak and Supervisor Osfar have been working on the signage for the town and they are approximately two-thirds finished.

Chairman Sturgeon stated the town crew will be starting to replace some of the culverts on South Turtle Drive and East Birch Lake Road; expect to see gravel in areas of those roads. Weight limits on the town roads will be removed on Wednesday, April 7, 2010.

Discussion held regarding advertising for bids for scrap metal container and scrap metal removal, and bids for removal of televisions and computer monitors at the Recycling Center. Supervisor Osfar read the bids to be noticed in the Lakeland Times. Supervisor Osfar made a motion to place a notice for bids in the Lakeland Times for a scrap metal container and removal at the Winchester Recycling Center; bids are to be received by April 30, 2010. Chairman Sturgeon seconded and the motion carried.

Supervisor Osfar made a motion to place a notice for bids in the Lakeland Times for the collection and removal of televisions and computer monitors at the Winchester Recycling Center. The bids are to be sent to the Town Clerk by April 30, 2010. Chairman Sturgeon seconded and the motion carried.

Supervisor Osfar also stated fluorescent bulbs may be disposed of at the Recycling Center. However, commercial users are required to dispose of fluorescent bulbs in an approved manner, not at the Winchester Recycling Center.

Discussion held regarding lakes and boat landings – Supervisor Osfar discussed this in his report.

Discussion possible action regarding the park. The park and restrooms will be open as of April 6, 2010. The wire protectors around the newly planted trees will not be taken down; this will help protect the trees from the deer.

Discussion held regarding the beverage pavilion the Lions Club would like to construct at the park. Rick Clem and Rolf Ethun outlined the plan for a 14’ x 20’ beverage pavilion, constructed with concrete blocks, steel gables and roofing. The structure would be located near the new pavilion approximately 20 feet from the grill area. It would have a storage room, walk-in cooler and a 10’ x 12’ bar area with walk-up service areas. The walk-up service counters would have rolling metal windows for security purposes. Rolf Ethun stated the building would match the other build and be maintenance free. The Lions Club is getting bids for this project and depending on the cost it may be build this year or next year. The Lions Club would like to get the approval of the Town Board for the project. Supervisor Osfar made a motion to approve the concept for the Lions Club beverage pavilion. Chairman Sturgeon seconded and the motion carried.

Supervisor Osfar made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Chairman Sturgeon seconded and the motion carried.

Supervisor Osfar made a motion to reconvene into open session. Chairman Sturgeon seconded and the motion carried.

Supervisor Osfar made a motion to approve vouchers #22355 through #22410 for a total of $28,587.44. Chairman Sturgeon seconded and the motion carried.

Supervisor Osfar made a motion to adjourn. Chairman Sturgeon seconded and the motion carried. The meeting adjourned at 7:30 PM.
