Minutes of the December 30, 2009 Special Town Board Meeting
Chairman Sturgeon called the meeting to order at 9:34 AM. Those attending were Chairman Sturgeon, Supervisor Osfar and Clerk Allis. There were four people in the audience.
Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Chairman Sturgeon seconded and the motion carried.
Chairman Sturgeon opened the road bids for 2010:
Angelo Luppeno - East Birch Lake Rd (1.2 miles) $113,347
Pitlik & Wick - East Birch Lake Rd (1.2 miles) $92,974.50
Scott Construction - East Birch Lake Rd (1.2 miles) $97,503.00
Scott Construction - South Turtle Drive (1 mile) $65,166.00
Scott Construction - East Birch Lake Rd (.68 mile) $18,793.00
Supervisor Osfar made a motion to accept the bid from Scott Construction for South Turtle Drive 1.0 mile by 20-21 feet; a cold mix mat will be paved and compacted to an average depth of 1 ¾ inch, using 1,187 tons of cold mix for $65,166.00. Chairman Sturgeon seconded and the motion carried.
Supervisor Osfar made a motion to accept the bid from Scott Construction for East Birch Lake Road .68 mile (from fire number 7625 to the end of East Birch Lake Road) using 132 tons of cold mix and a heavy seal coat for $18,793.00. Chairman Sturgeon seconded and the motion carried.
Supervisor Osfar made a motion to accept the bid from Pitlik & Wick for East Birch Lake Road from Cty W in 1.2 miles, furnish, haul, place and compact type E-1 hot mix asphalt 2 ¼ “ compacted average, 20’ wide for $92,974.50. Chairman Sturgeon seconded and the motion carried.
Supervisor Osfar made a motion to approve vouchers #22120 through #22183 for a total of $37,922.94. Chairman Sturgeon seconded and the motion carried.
Supervisor Osfar made a motion to amend the 2009 budget to reflect the January 1, 2009 through December 31, 2009 Profit & Loss Statement out of the Quick Books so that the 2009 Budget, Quick Books and Schedule C all match. Chairman Sturgeon seconded and the motion carried.
Chairman Sturgeon made a motion to accept Budget Resolution 2009-04:
1. The 2009 Budget for the Town of Winchester is to be amended to reflect the Schedule C and the end of fiscal year 2009 Quick Books accounts.
2. The 2009 Budget will have a carry over to the 2010 Budget.
Supervisor Osfar seconded and the motion carried.
Supervisor Osfar made a motion to adjourn. Chairman Sturgeon seconded and the motion carried. The meeting adjourned at 10:10 AM.
