Minutes of the February 10, 2010 Special Town Board Meeting
Chairman Sturgeon called the meeting to order at 9:35 AM. Those attending were Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak and Clerk Allis. There were five people in the audience.
Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Misiak seconded and the motion carried.
Discussion held regarding the signs the Winchester Town Lakes Committee would like to put at the kiosks at the town boat landings. Each kiosk would have a sign with the name of that boat landing. Supervisor Osfar stated each sign would be approximately $70.00. Supervisor Osfar made a motion to allow the Winchester Town Lakes Committee to purchase the signs for the kiosks at the boat landings. Supervisor Misiak seconded and the motion carried.
Discussion held regarding the expense policy of the Emergency Services Department. Supervisor Misiak made a motion that the Town Board reviewed, updated and approved the Expense Policy for the Emergency Services Department effective today. Supervisor Osfar seconded and the motion carried.
The Expense Policy will be sent to the Fire Chief, Assistant Fire Chief and the Ambulance Director.
Supervisor Osfar discussed the website. He stated in the WTA monthly magazine it was noted “a website cannot be legally used as a substitute for a newspaper publication or as a posting place for legal notices.” We must keep our three places for posting: Municipal Building, library and town garage. We also post at the Recycling Center. Also discussed was how it is decided to post something on the website and who does it. Supervisor Misiak made a motion that Supervisor Osfar and Clerk Allis are responsible for the website and will advise the Town Board at their discretion. Supervisor Osfar seconded and the motion carried.
Discussion held regarding invitations to surrounding communities to the March 15th meeting where Rick Stadelman will be reviewing and answering questions regarding the Wisconsin Smart Growth Legislature. Chairman Sturgeon will send out letters to the Town Chairmen of Presque Isle, Manitowish Waters, Mercer, Boulder Junction and Lac du Flambeau. We will need a response by March 1st with an approximate number of attendees and any questions they would like answered by Mr. Stadelman.
Discussion held regarding the advisory letter regarding the new library to be sent to all taxpayers and voters. It was decided the letter should be short with a “yes” or “no” answer to be sent back to the Town Board. The Town Board prepared and read the letter to be sent. Supervisor Misiak made a motion to approve the letter discussed and send it to all taxpayers and voters regarding a proposed new Winchester library. Supervisor Osfar seconded and the motion carried.
Supervisor Misiak made a motion that this same letter with a response be returned to the Town Clerk by June 1, 2010. Chairman Sturgeon seconded and the motion carried. Chairman Sturgeon, aye; Supervisor Misiak, aye; Supervisor Osfar, nay.
Chairman Sturgeon made a motion to adjourn the meeting at 10:34 AM for the Town Board to check the Recycling Center. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon made a motion to reconvene in open session at 10:48 AM. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon made a motion to go into closed session under SS19.85© considering employment, promotion, compensation or performance valuation of any public employee. Supervisor Osfar seconded and the motion carried. Roll call vote: Chairman Sturgeon, aye; Supervisor Osfar, aye; Supervisor Misiak, aye. Those going into closed session are Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak and Clerk Allis.
Chairman Sturgeon made a motion to reconvene into open session. Supervisor Osfar seconded and the motion carried. In closed session discussion was held regarding verbal warning letters for the Transfer Site attendant and the Ambulance Director. The Ambulance Director will also receive a copy of the Emergency Services Expense Policy.
Supervisor Osfar made a motion to adjourn. Supervisor Misiak seconded and the motion carried. The meeting adjourned at 11:48 AM.
