Minutes of the February 1, 2010 Monthly Town Board Meeting
Chairman Sturgeon called the meeting to order at 7:00 PM. Those attending were Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak, Clerk Allis and Treasurer Sell. There were 19 people in the audience.
Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Misiak seconded and the motion carried.
Supervisor Misiak made a motion to approve the minutes of the January 4, 2010 Monthly Town Board Meeting and the January 20, 2010 Special Town Board Meeting. Supervisor Osfar seconded and the motion carried.
Supervisor Osfar made a motion to approve the Treasurer’s report as read. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon reported the Library Board met January 23, 2010 - they rescheduled the game night to February 11, 2010 and video night for February 18, 2010, volunteers would be appreciated. There will be Census Workshops February 4, 11, 18 and 25th at the Community Building at 12:00 PM for anyone interested in a census job. The pay rate is $11.50/hr plus $0.55/mile for your mileage. The town crew when necessary starts at 3:00 AM or 4:00 AM and if the snow lets up and they can finish in eight hours they will go home at that time. By coming in early for their shift it keeps the overtime down. If there is more to do the town crew will keep on working. The town crew has been sanding the roads, cutting back snow banks at intersections for visibility and maintenance work on equipment. At the Community Building they helped to install a new book drop, replaced the kitchen linoleum, removed old insulation in the old coal bin and leveled the dirt in the crawl space. They also removed 20 years of old newspapers from the basement and removed other unwanted items. On Friday Chairman Sturgeon, Rick Clem, John Wilson and Don Bruce began installing the insulation on the exterior walls of the Community Building. It should be finished in the next week. Dick Gorman volunteered to repaired and replaced some of the heat ducts in the building.
Supervisor Osfar reported the Town Lakes Committee met January 28, 2010. They discussed having their own checking account for donations since QuickBooks does not carry over to the next year. Manitowish Waters and Lac Du Flambeau have applied for a grant to sponsor an AIS coordinator. If they receive the grant we may be able to work with them and also benefit from the grant. A while back the committee was looking at reverse signage at the boat landings so people would clean their boats coming out of the water as well as when they put their boats into the water. The DNR is re-evaluating the signs at the boat landings, so the committee will wait to see if the DNR will be putting the reverse signage up at the boat landings. The committee talked about putting signs on the kiosk at the boat landings indicating the name of the boat landing. They also talked about an AIS story hour at the library. The crayfish boil/hamburger, brats is scheduled for August 21, 2010. They would like a few volunteers from all the lake associations to help with this event. Winchester will be the hosting town for the Musky Classic, September 10-12, 2010. Citizens Lake Level Monitoring was discussed – Cheryl Bowen has spoken with Carl Watras from the UW Extension about the monitoring. Supervisor Osfar reported the first section of the street sign survey is finished. Additions to the town website are the Town Lakes Committee and the Planning Committee.
Supervisor Misiak reported there has been some confusion in the past few weeks regarding the expense policy for the Emergency Services Department. He read the policy that was created a few years ago. This policy is still in effect – the decisions regarding budgeted expenditures are jointly made by the departments at their monthly departmental meetings.
Correspondence – We have received the new 2010 Tire & Appliance Amnesty Program vouchers from Vilas County. You may obtain the vouchers at the Recycling Center or at the Town Office. Supervisor Misiak received information from another recycler called A.C.T. They are out of Woodruff and are interested in our electronic computer items and scrap metal. Supervisor Misiak notified A.C.T. that the town has a contract with another vender for the electronics and the town would be rebidding the scrap metal activity next spring.
Supervisor Misiak reported he has a new fire number for Bradley Vinje, 14199 Hiawatha Lake Road. The Town Board was also notified that the Bucks Rd sign is missing.
No discussion regarding roads, equipment and maintenance.
Discussion held regarding rescinding the motion made by Supervisor Osfar at the Special Town Board Meeting, November 17, 2008. Supervisor Misiak stated the letter to all the taxpayers is a better approach. His understanding is that the Board rescinds the decision to have a referendum in lieu of sending out the letter to all of the taxpayers. Supervisor Osfar made a motion to rescind the following motion: “ Supervisor Osfar made a motion to table any action regarding the referendum, but do have an advisory referendum if we do not have enough private funds to cover the cost of the new library. Supervisor Williams seconded and the motion carried.” Supervisor Misiak seconded and the motion carried. Roll call vote: Chairman Sturgeon, aye; Supervisor Osfar, aye; Supervisor Misiak, aye.
Rick Clem gave an update on the Community Building. The Town Board received the report, inspection/code compliance review, from the Wisconsin Department of Commerce for the Community Building and the minutes of January 20, 2010 Feasibility Study Committee for the Community Building and Historical Buildings in the Town of Winchester. Rick stated repairs do not need state approved plans; some other building needs will need state approved plans. The committee recommended the Town Board seek bids from licensed contractors to get cost estimates for possible permanent repairs to the structure: 1) new heating and cooling system, 2) foundation repairs and concrete footings for floor support beam, 3) new electrical service. Chairman Sturgeon stated all these items do not have to be repaired or replaced all at once. Rick Clem stated by getting the bids you would know the exact cost of the repairs or replacements. Supervisor Misiak made a motion for the Town Board to request quotes for 1) new heating and cooling system, 2) foundation repairs and concrete footings for floor support beam and 3) new electrical service. Supervisor Osfar seconded and the motion carried.
Supervisor Misiak reported on the Planning Committee regarding the Smart Growth Legislation. The Wisconsin Towns Association stated the UW Stevens Point website is a very good place to go for resource information about the Wisconsin Smart Growth Legislation. Supervisor Misiak spoke with Rick Stadelman, WTA Executive Director, regarding coming to speak to about the Smart Growth Legislation. This legislation became effective January 1, 2010. Mr. Stadelman stated they don’t normally come out and speak, but he would be willing to come and talk to the Planning Committee and the Town Board on March 15, 2010 regarding the Smart Growth Legislation. Supervisor Misiak also called the town’s attorney, Mr. Dickens, and asked him about Smart Growth. He indicated that since the legislation became law in 2000 there have been some updates and changes. He said he would obtain that material for us.
Chairman Sturgeon made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Supervisor Osfar seconded and the motion carried.
Supervisor Osfar made a motion to reconvene into open session. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon made a motion to approve vouchers #22226 through #22282 for a total of $39,288.07. Supervisor Osfar seconded and the motion carried.
Chairman Sturgeon made a motion to go into closed session under SS19.85© considering employment, promotion, compensation or performance valuation of any public employee. Supervisor Misiak seconded and the motion carried. Roll call vote – Chairman Sturgeon, aye; Supervisor Osfar, aye; Supervisor Misiak, aye. Those attending closed session are: Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak, Clerk Allis and Ginger Brousil.
Supervisor Osfar made a motion to reconvene into open session. Supervisor Misiak seconded and the motion carried. In closed session discussion was held regarding the evaluation of the Ambulance Director,Ginger Brousil; the proper procedure of spending Emergency Services monies appropriately and the policy and procedures that should be followed. The cleanliness of the Recycling Center was discussed. And, discussion was held regarding pictures of accidents on Face Book.
Supervisor Misiak made a motion to adjourn. Supervisor Osfar seconded and the motion carried. The meeting adjourned at 9:17 PM.
