Minutes of the January 3, 2012 Monthly Town Board Meeting
Chairman Williams called the meeting to order at 7:00 PM. Those attending were Chairman Williams, Supervisor Misiak, Clerk Allis and Treasurer Sell. There were 18 people in the audience.
Supervisor Misiak made a motion to approve the agenda at the discretion of the Chairman. Chairman Williams seconded and the motion carried.
Supervisor Misiak made a motion to approve the minutes of the December 5, 2011 Monthly Town Board Meeting, December 27, 2011 Special Town Board Meeting and December 27, 2011 Special Meeting of the Town Electors. Chairman Williams seconded and the motion carried.
Supervisor Misiak made a motion to approve the Treasurer’s report as read. Chairman Williams seconded and the motion carried.
Supervisor Misiak reported the Fire Department received their Darley pump and they are in the process of making it operational. The department and Supervisor Misiak continue to work on the by-laws for the Fire and Ambulance Departments. Supervisor Misiak’s objective is to have the final draft of the by-laws by the end of the First Quarter for review by the Board and the department.
Chairman Williams reported the Community Building utilities were reviewed for the last three years. The utilities have dropped approximately $800 between 2009 and 2011. This includes the air conditioning of the building. Chairman Williams stated this shows the work that has been done on the building is paying off. Chairman Williams completed and posted the 2011 Government Unit Survey to the U.S. Census Bureau. The town crew in December has been snow plowing, sanding, shoveling, cleaning and servicing the trucks. Bill Sell went to the Vilas County Highway Department Meeting for our grant for the roads. It was approved and we will be getting a little extra money for the roads this coming year.
Correspondence – none.
Supervisor Misiak reported Supervisor Clem is absent tonight because he is recovering from major surgery. He is in the hospital and doing well. He is expected home later this week.
Discussion regarding road/lane name changes – none.
Discussion regarding roads, equipment and maintenance – Chairman Williams reported the town paid for the new truck and now the truck is having the box and the other equipment put on. We should have the new truck by the middle of January.
Supervisor Misiak made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Chairman Williams seconded and the motion carried.
Chairman Williams made a motion to reconvene into open session. Supervisor Misiak seconded and the motion carried.
An audience member asked the Board if they could reopen the public participation session. Chairman Williams made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Supervisor Misiak seconded and the motion carried.
Chairman Williams made a motion to reconvene into open session. Supervisor Misiak seconded and the motion carried.
Supervisor Misiak made a motion to approve vouchers #23650 through #23732 for a total of $129,961.79. Chairman Williams seconded and the motion carried.
Chairman Williams made a motion to go into closed session under SS19.85© considering employment, promotion, compensation or performance valuation of any public employee. Supervisor Misiak seconded and the motion carried. Chairman Williams, aye; Supervisor Misiak, aye. Those going into closed session are Chairman Williams, Supervisor Misiak and Clerk Allis. Ginger Brousil later attended.
Chairman Williams made a motion to reconvene into open session. Supervisor Misiak seconded and the motion carried. In closed session discussion was held regarding the performance of the Recycling Attendant, Ginger Brousil, and some of the problems the Board sees occurring at that site. Remedies were talked about and how this could be handled.
Chairman Williams made a motion to suspend Ginger Brousil immediately for a period of approximately two weeks and the Board will reconvene at that time to discuss the situation and decide what the Board is going to do. Supervisor Misiak stated Ginger Brousil received a copy of everything the Board discussed. Chairman Williams stated this is not a discussion the Board takes lightly; there are some real problems and the problems have to be addressed. Supervisor Misiak seconded and the motion carried. Chairman Williams, aye; Supervisor Misiak, aye.
Chairman Williams made a motion to adjourn. Supervisor Misiak seconded and the motion carried. The meeting adjourned at 8:22 PM.
