Minutes of the January 5, 2009 Monthly Town Board MeetingChairman Schmidt called the meeting to order at 7:00 PM. Those attending were Chairman Schmidt, Supervisor Williams, Supervisor Osfar, Clerk Allis and Treasurer Sell. There were 20 people in the audience.Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Williams seconded and the motion carried.Supervisor Williams made a motion to approve the minutes of the December 1, 2008 Monthly Town Board Meeting and the December 31, 2008 Special Town Board Meeting. Supervisor Osfar seconded and the motion carried.Supervisor Osfar made a motion to accept the Treasurer’s report as read. Supervisor Williams seconded and the motion carried.Supervisor Osfar reported at the park the doors are open to the old pavilion. Chairman Schmidt will have the town crew check it out and close the doors.Supervisor Williams reported the Library Board met December 29, 2008; their next meeting will be January 10, 2009 at 9:00 AM to consider a Mead-Whittier grant application. Chairman Schmidt reported the Vilas County Tire & Amnesty Program is in effect again. Vouchers are available at the Recycling Site or from the Town Clerk. The town crew last month did plowing, worked in the Emergency Service building to remodel the office for the Fire Chief and Ambulance Director. The Christmas lights will be coming down tomorrow. Maintenance on the town trucks and Fire Department equipment is finished. The Emergency Services Board met in December to go over end of year budget, rescue sled and disposal of the old snowmobile. The Emergency Service Board will have another meeting January 10, 2009 at 9:00 AM. The new Rescue Sled and Rescue Vehicle are here.Correspondence – Last month we talked about the trailer permit for Joseph Jackowski. Chairman Schmidt referred him to Jim Janet, Vilas County Zoning. Jim talked with Mr. Jackowski and informed him of the county regulations and at this point Mr. Jackowski has not proceeded with any permits. There were no new road/lane name changes for December. Supervisor Williams stated the addressing plan for Vilas County is due August, 2009. Supervisor Williams recommends we start working on it in April-May. Supervisor Osfar recommended the Board should review it in February-March and get some ideas. Discussion was held regarding the new library. Bob Bell was here tonight with the updated plans for the new library. There will be a copy of the new plans at the library, at the Town Hall, and Supervisor Williams, Supervisor Osfar and Chairman Schmidt will have copies. The plan is to review the new updated plans and at the January 14, 2009 meeting discuss any changes that need to be made. The Library Board meets on January 14, 2009; they will also be going over the plans. If there are no major changes, Bob Bell said he is ready to put this out on bids so we can proceed on schedule. If everything goes right, we would get the bids in March and state permits in April. A fundraising committee for the new library was discussed. Letters for donations have gone out with the taxes and we have been getting quite a few donations from individuals already. The Library Board’s recommendation was for a separate committee to oversee the fundraising. Chairman Schmidt made a motion to form a committee of five members for the specific purpose of raising funds for the library addition through the Library Board’s recommendations. Supervisor Osfar seconded and the motion carried.Discussion held regarding Library Board members. The Town Board agreed to leave the Library Board at five members. Supervisor Williams discussed the speed limits/ordinance. He stated the township has 62 roads; many of them are private roads/lanes. Supervisor Williams had a list of 31 roads that could possibly be posted with 35 MPH. He wants the list to be looked over and if there are any additions, objections or suggestions notify Supervisor Williams. Supervisor Osfar stated maybe the town should look into using the yellow caution signs for areas that cannot be driven at 35 MPH. Chairman Schmidt commented that Sheriff Niebuhr should be contacted to see if he will allow spot speed limits because he is the one that will be the one enforcing them. If all we want to do is have people drive cautiously, we can put up the yellow signs, then we do not have to have an ordinance. If you want to have the speed limits enforceable, then we need to have an ordinance and have Vilas County Sheriff’s Department enforce it. Supervisor Osfar made a motion to table any further action until the February 2, 2009 Monthly Town Board Meeting. Supervisor Williams seconded and the motion carried.Chairman Schmidt discussed advertising for bids on the 2002 Peterbilt Patrol Truck. The advertisement would be in the Lakeland Times and WTA magazine. Minimum bid for the patrol truck is $40,000.00. Bids will be due at the Town Hall by 7:00 PM Monday, March 2, 2009. Supervisor Williams made a motion to advertise for bids for the 2002 Peterbilt Patrol Truck. Supervisor Osfar seconded and the motion carried.Chairman Schmidt discussed advertising for bids on two parcels in the Town of Winchester. At the Annual Meeting the town’s people authorized the town to sell the property on New O. We have been waiting to see if the state was going to do anything. Supervisor Osfar spoke with the state and they looked at the parcel as access to the public land, they said it was too swampy. Chairman Schmidt would like to advertise in the Lakeland Times, FYI, Wausau, Madison and Milwaukee papers: Parcel A NW _ NW _ S 27 T 44N R5E Tax ID #28-1273 40 acres Minimum bid $64,500.00 Parcel B SW _ NW _ S 27 T 44N R5E Tax ID #28-1274 40 acres Minimum bid $75,000.00Bids are due at the Town Hall by 7:00 PM Monday, March 2, 2009.Supervisor Osfar made a motion to advertise for bids on the two parcels. Supervisor Williams seconded and the motion carried.Chairman Schmidt made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Supervisor Osfar seconded and the motion carried.Chairman Schmidt made a motion to reconvene into open session for approval of vouchers. Supervisor Osfar seconded and the motion carried.Chairman Schmidt made a motion to approve voucher #21405 through #21430 for a total of $20,224.87. Supervisor Williams seconded and the motion carried.Supervisor Osfar made a motion to adjourn. Supervisor Williams seconded and the motion carried.
