Minutes of the June 1, 2009 Monthly Town Board MeetingChairman Sturgeon called the meeting to order at 7:00 PM. Those attending were Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak, Clerk Allis and Treasurer Sell. There were 40 people in the audience.Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Misiak seconded and the motion carried.Supervisor Osfar made a motion to approve the amended minutes of the April 6, 2009 Monthly Town Board Meeting. Supervisor Misiak seconded and the motion carried. Supervisor Osfar made a motion to approve the minutes of the May 4, 2009 Monthly Town Board Meeting. Supervisor Misiak seconded and the motion carried.Supervisor Misiak made a motion to accept the Treasurer’s report as read. Supervisor Osfar seconded and the motion carried.Chairman Sturgeon reported the Library Board met Saturday, May 30, 2009. The library will be having their Book Sale on June 19, 20 and 21st. The library is in need of volunteers to work on Mondays and Thursdays. Chairman Sturgeon reported the railings on the bridge at the park were “wiped out” over the weekend; the Board needs to meet to discuss this problem. Supervisor Misiak made a motion to have a Special Town Board Meeting on Wednesday, June 3, 2009 at 9:00 AM. Supervisor Osfar seconded and the motion carried. Chairman Sturgeon reported the town crew will need to replace a few culverts before the road work gets started. The town crew will be shouldering the roads. The culverts on Papoose Lake Road washed out and the town crew started repairing them today. The town crew is now working 10 hour shifts, four days a week. Supervisor Osfar reported he checked the locks at the park restrooms and they do not lock from the outside. We have two options: get new locks or put a hasp on for the winter. Supervisor Osfar stated five trees, the Lions Club planted by the park pavilion, have died. Chairman Sturgeon will see if the Lions Club will replace the trees. Supervisor Osfar suggested the town should consider paving the area from the pavilion to the grill if the Lions Club is going to put up the additional building. The Harris Lake survey for curly leaf pond weed will be started this week. The Winchester Town Lakes Committee has several functions going on this summer. There are posting regarding the functions. Supervisor Osfar also suggested the town purchase a grill to use at the Municipal Building. Supervisor Misiak reported he and Chairman Sturgeon attended the WTA workshop for new town officers, May 12, 2009, in Minocqua. The Fire Department had three responses to wildfires last month. The new rescue truck had a minor electrical problem which is now repaired. The parts for the door are due here this week. The Wildland fire protection suits were used and received great reviews from the volunteers. Bill Sell attended a training session on search and rescue; he said it was an excellent program. The Ambulance Department supported all three of the fires and also responded to three calls. There will be a new EMT class starting August 24, 2009, at Nicolet. The class will be on Monday and Wednesday from 6-9 PM. Ginger will be advertising this in the newspaper with hope of getting more volunteers for our Ambulance Department. The ambulance radio problems will be repaired this week. Supervisor Misiak stated the enlarging of the truck bay to handle two semi trailers at the Recycling Center will be completed in June. In regards to the container for scrap metal, Supervisor Misiak contacted Northern Waste and Veolia. Either one will supply a container and they will haul the metal for $100-150 per trip. Eagle was going to charge $40-45 per month. The oil collection facility problem at the Recycling Center has been resolved. Eric Turner donated a container for the oil to be kept inside the building. It can be transported with the fork lift. No correspondence.Chairman Sturgeon introduced a new item on the agenda. If someone in the audience would like to talk about an item on the agenda, he will put their name beside the item and just before the Board talks about the item, the person will have time to speak. There were no road/lane name change requests. Supervisor Misiak did have a request for a fire number for Jim Olig on Circle Lily Road. Chairman Sturgeon read the letter from Phil Williams requesting the Town of Winchester to allow him to keep his buried water line that crosses the 20 feet lake trail between his house and cabin. Supervisor Misiak made a motion that the Town Board approve Mr. Williams’ easement after-the-fact for his water line and his power line across the 20 foot section of property at no charge. Supervisor Osfar seconded and the motion carried. Discussion held regarding Forrest & Donna Jukich application to lay out town road. Chairman Sturgeon will contact the town’s attorney with the following dates for a possible public hearing: July 6-10 or 13-14th. Supervisor Osfar made a motion to table any further discussion until we get a date from the town’s attorney. Chairman Sturgeon seconded and the motion carried.Rob Schmidt gave an update on the new library. He talked with Bob Bell and Bob got a 30 day extension for approval of plans. By the end of the month we should have approved plans. The state approved plans are good for two years. Fundraising – IBM notified us of the 50-50 grant. The Gates Foundation stated we do not qualify for funding of building the library.The bids for crack sealing Chicago Ave, West Birch Lake Rd, East Harris Lake Rd, Papoose Lake Rd and Papoose Landing Rd were opened: Pitlik & Wick - $14,997.78 ($1.44/lb) American Pavement Solutions - $7,480.60 ($1.13/lb) Farhner - $7,550.00 ($1.33/lb)Supervisor Osfar made a motion to accept the bid from American Pavement Solutions for crack sealing for $7,480.60 as stated on the proposal. Supervisor Misiak seconded and the motion carried.The bids for cold mix paving, wedging and chip seal coating Haskins Rd from County K to town line, Townsite Rd, Lake St, 1st St and 2nd St, Rock Lake Rd from old W to end, Harris Lake Rd from County W to end and Old W from Harris Lake Rd to town line (total of 6.1 miles) were opened:(Only one bid was received) Scott Construction, Inc. - $164,888.94 Supervisor Osfar made a motion to accept the bid for cold mix paving, wedging and chip seal coating from Scott Construction, Inc. for $164,888.94, but would like to have a meeting prior to the work being done with specifics as to what work we are going to do with each section of the roads. Chairman Sturgeon seconded and the motion carried. Supervisor Misiak abstained. Discussion held regarding Resolution Opposing Proposed Changes to Wisconsin Prevailing Wage Law. The resolution is opposing what the Governor has suggested that any public work contract over $2000 must pay union wages. Supervisor Misiak stated in small communities it will exclude a lot of small contractors and it will add to the cost of whatever we do. Supervisor Misiak made a motion the Town Board pass this resolution and forward it to the Governer. Chairman Sturgeon seconded and the motion carried.Discussion held regarding accessibility of property owner names on the Vilas County webpage, and the 2010 Orthophoto Flight Project. Supervisor Osfar made a motion that the Town oppose the accessibility of property owner names on the Vilas County webpage, and the 2010 Orthophoto Flight Project. Supervisor Misiak seconded and the motion carried. Supervisor Osfar looked at Mercer Rentals taking the docks in and putting them out. He was quoted $530/year to do all the town docks – Harris Lake, Birch Lake, South Turtle. Supervisor Misiak made a motion to contract with Mercer Rentals to install and remove the town docks for $530.00. Supervisor Osfar seconded and the motion carried. Supervisor Misiak made a motion to pass Ordinance 2009-01, To Appoint Alternate Members for Board of Review. Alternates are Robert Schmidt, Jr. and Louise Eifert. Supervisor Osfar seconded and the motion carried. Supervisor Osfar made a motion to approve the renewal Alcohol Beverage License Application for Charlotte Melzer, Chicago Pub, Inc., upon contingent of payment of the General Beverage Sales Co. bill. Supervisor Misiak seconded and the motion carried.Supervisor Osfar made a motion to approve the renewal Alcohol Beverage License Applications for: Amy Peterson, Birch Lake Lodge; Evelyn Johnson, Wilderness Bar & Grill; Sulo Wainio, Thirty Point Trading Post & Tap; Mary Sue Ruschmeyer, The Bear Bar; Kellane Hammond-Zett, Smokey’s. Supervisor Misiak seconded and the motion carried.Supervisor Osfar made a motion to approve the Application for Cigarette and Tobacco Products License for: Charlotte Melzer, Chicago Pub, Inc.; Mary Sue Ruschmeyer, The Bear Bar; Sulo Wainio, Thirty Point Trading Post & Tap; Evelyn Johnson, Wilderness Bar & Grill; Amy Peterson, Birch Lake Lodge. Supervisor Misiak seconded and the motion carried.Supervisor Misiak made a motion to approve the Application for an “Operator’s” License for: Sulo Wainio, Joan Wainio, Kellane Hammond-Zett, James Zett, Robert Klemm, Thomas Kavinsky, Evelyn Johnson, Dawn Pelkowski, June Double, Michael Kutz, Wendy Magee, Alice Mumford, Sandra Coan, Paul Coan, Lee Stengele, Michael Payne, Sharon Carlson, Paul Reynolds and Michele Hanson. Supervisor Osfar seconded and the motion carried. Supervisor Misiak made a motion to dissolve the EMS Board. Supervisor Osfar seconded and the motion carried.Supervisor Osfar made a motion to table any further discussion of the park until the Lions meet regarding the building they are going to construct at the park next to the new pavilion. Supervisor Misiak seconded and the motion carried.Discussion held regarding the “lake levels” on the Turtle Lakes. Several persons from the audience spoke on the subject. Chairman Sturgeon stated as of today the level is at 96.9 and he will keep it at that level. Supervisor Misiak made a motion that the Town Board will make every effort to hold the level as close to and will not make an effort to go over 97.0. Supervisor Osfar seconded and the motion carried. Chairman Sturgeon made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Supervisor Osfar seconded and the motion carried.Chairman Sturgeon made a motion to reconvene into open session. Supervisor Misiak seconded and the motion carried.Chairman Sturgeon made a motion to approve vouchers #21700 through #21755 for a total of $30,318.92. Supervisor Osfar seconded and the motion carried.Supervisor Misiak made a motion to adjourn. Supervisor Osfar seconded and the motion carried.
