Minutes of the June 26, 2009 Board of Review
Chairman Sturgeon called the Board of Review to order at 9:11 AM. Those attending were Chairman Sturgeon, Supervisor Misiak, Supervisor Osfar, Clerk Allis, Alternate Rob Schmidt and Assessor Paul Carlson. Paul Carlson discussed the Board of Review procedure and the 2009 Assessment Roll. There was one objector, Richard Gorman scheduled for 9:30 AM.Clerk Allis read the objection.Before starting the procedure Paul Carlson corrected item #3 total property assessment - $492,500; #5 fair market value - $586,300. Clerk Allis swore in Richard Gorman and Paul Carlson.Richard Gorman presented his objection: His assessment was $492,000. On his tax bill it went up $100,000. His tax payment increased $700. Assumes his taxes are based on the fair market value – he does not know why the assessment is that high considering the decreasing market. Stated people down from him have dropped their selling price $100,000, the house has been for sale for three years. Can’t see how the prices of houses can go up when the market is down. He stated he did not feel his house could sell for $600,000. He put up a pole barn and his taxes went up $700. He feels his assessed value should be around $472,000.Paul Carlson presented: He showed the BOR two different homes to compare. Paul states Richard’s value of home at $450,000 has no support - lake front property has not decreased and drop in listing prices – no reason. 2007-2008 change of $51,500 on assessment notice because of finished basement and pole barn. His value of property is $586,300; this compares with recent sales. The mill rate went up and he had improvements. Paul showed five sales on the Turtle Chain with frontage selling at approximately $1500/foot. Based on these recent land sales, Mr. Gorman’s indicated value for front foot is at or below those figures. Improvements on four properties versus Mr. Gorman, he is at or below those four sales as well. Paul feels everything is in order - #1 with the market and #2 with a comparison to recent sales. The board members asked question to Richard Gorman and Paul Carlson.The Board of Review made their Determination. Chairman Sturgeon made a motion that the Assessor’s valuation is correct. Supervisor Misiak seconded and the motion carried unanimously. Supervisor Osfar made a motion to adjourn the 2009 Board of Review. Supervisor Misiak seconded and the motion carried.
