Minutes of the July 6, 2009 Monthly Town Board Meeting
Chairman Sturgeon called the meeting to order at 7:00 PM. Those attending were Chairman Sturgeon, Supervisor Osfar and Clerk Allis. There were 21 people in the audience.Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Chairman Sturgeon seconded and the motion carried.Supervisor Osfar made a motion to approve the minutes of the June 1, 2009 Monthly Town Board Meeting, June 3, 2009 Special Town Board Meeting and the June 26, 2009 Special Town Board Meeting. Chairman Sturgeon seconded and the motion carried.Supervisor Osfar made a motion to accept the Treasurer’s Report as read. Chairman Sturgeon seconded and the motion carried.Supervisor Osfar reported for Supervisor Misiak: the Fire Department had two calls in June: 1) standby at Black Forest for down power line; 2) Hwy W power line fire and standby for the power company. The Fire Department had two training sessions, a business meeting and tested the fire hoses. The door on the Rescue Truck was repaired (under warranty) by Custom Fabricators. John Melzer has been appointed the position of Assistant Fire Chief. Supervisor Osfar reported the road signs (arrows and caution) were installed at the sharp corner of Limpy Bear Lane and Cast-a-Way Lane. Four handicap signs were installed at the park. The Lions Club replaced the five crabapple trees that were dead and the Town Crew planted the new trees at the park. The children’s play area at the park was top dressed with new wood chips; another load will be brought in later. The Winchester Town Lakes Committee has three events planned: July 9, Citizens Monitoring at Rainbow Lake, rain date July 30th; July 16, Public Forum on AIS a the town hall, Matt Wagner Vilas County Lakes Conservation Specialist will moderate, potluck to follow; July 23, Citizens monitoring at Papoose Lake, Cheryl Bowen will be hosting this event. You may contact Cheryl at 686-7208 or pcherylb@mac.com. The WTLC is looking for volunteers to inspect boats, following AIS guidelines, during the Musky Classic in September. If you would like to help, please contact your WTLC laison: Judy Habermann, Birch Lake; Mark Schuelke or Arlene Kellett, Turtle Chair; Bill Heins, Harris Lake; Cheryl Bowen, Papoose Lake.Chairman Sturgeon reported the Library Board met on June 29, 2009 and they reviewed the upcoming events. Rob Schmidt, Jr. reported on the new library building. Rob stated the State of Wisconsin has approved the new library plans, although there were many structural changes. The original bid was $280,000 for the new library, with the changes in the plans it will now cost approximately $330,000. The increase in the cost of the building is mainly the materials. The trusses for the building have not been approved by the state. Whoever designs the trusses must get approval from the state. Rob stated the committee will now be pushing the fundraising. Chairman Sturgeon stated the railings at the bridge at the park have been replaced. He stated there is money left from the road project, so the Board decided to double seal coat Lake Shore Drive this year. He also stated with some of the money the Board decided to put guard rails at Papoose Lake Road. Chairman Sturgeon presented Rob Schmidt, Jr., Schmidt and Sons Inc, with a plaque for their generous donation of the plumbing and septic system for the new park pavilion. The plaque will be mounted on the new pavilion at the park. Correspondence – a letter was received from the State of Wisconsin, Department of Natural Resources, they will be spraying herbicides at the elementary school because they will be planting Jack Pines in 2010. There were no new road/lane name changes.Chairman Sturgeon stated the town crew has been replacing culverts for the roads that will be worked on this summer. Supervisor Osfar stated the Board discussed, at the June 26th meeting, the type of railings for the truck dock at the Recycling Center are to be the same type that were put up at the park bridge. Supervisor Osfar made a motion to place guard railings at the truck dock at the Recycling Center. Chairman Sturgeon seconded and the motion carried.Chairman Sturgeon stated Gary Mazuka, 3211 Tillman Road, would like to run a power line under the road to his garage. Chairman Sturgeon received a quote of $300-500 to repair the road after the line is put in. Chairman Sturgeon made a motion to give Gary Mazuka permission to run the power line under Tillman Road contingent upon paying the town a deposit of $500 before they start the work. Supervisor Osfar seconded and the motion carried.Chairman Sturgeon made a motion to approve the Operator’s License for Angela M. Bauer. Supervisor Osfar seconded and the motion carried.Jim White, President of the Camp Mishike Shores Property Owners Association, sent a letter to Chairman Sturgeon regarding the town taking over the maintenance of the .6 mile black top road from the end of East Harris Lake Road through Village Point Lane. Jim White was present at this meeting and spoke to the Board regarding turning the road over to the town. Chairman Sturgeon stated the Board would have to look at Ordinance 2-91, Requirements for New Town Roads. After the Board reviews the ordinance, Chairman Sturgeon stated the Board would then meet with Mr. White. Chairman Sturgeon made a motion to table any further discussion regarding the .6 mile black top road from the end of East Harris Lake Road through Village Point Lane. Supervisor Osfar seconded and the motion carried. Chairman Sturgeon made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Supervisor Osfar seconded and the motion carried.Chairman Sturgeon made a motion to reconvene into open session. Supervisor Osfar seconded and the motion carried.Chairman Sturgeon made a motion to approve vouchers #21756 through #21835 for a total of $38,625.64. Supervisor Osfar seconded and the motion carried.
