Minutes of the March 10, 2010 Special Town Board Meeting
Chairman Sturgeon called the meeting to order at 9:35 AM. Those attending were Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak and Clerk Allis. There were 14 people in the audience.
Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Misiak seconded and the motion carried.
Discussion held regarding the March 15, 2010 Plan Commission Meeting at 7:00 PM at the Winchester Municipal Building. Rick Stadelman from the Wisconsin Towns Association will be the speaker on the Wisconsin Smart Growth Legislation. Since Mr. Stadelman is speaking, this will also be a Vilas County WTA Meeting. All towns in the county were invited to attend.
Discussion held regarding the Recycling Site housekeeping. The Board has seen some improvement. Chairman Sturgeon suggested they find a place to recycle the old light bulbs. Supervisor Misiak stated there are a few televisions, chair and range that need to be removed. The Board would like to move these articles to the old recycling site until the metals dumpster is on sight at the new Recycling Center. Supervisor Misiak stated we are not staffed to recycle any large items or any kind of rummage activity. He stated we have made great progress in recycling and will continue to look for more opportunities to do a better job. It is the desire of this Town Board to have the Recycling Site look sharp, clean and impressive to the extent possible.
The Town Board opened the proposals for the Community Building:
1. Hansen HVAC – 2 furnaces, 2 air conditioning units $14,250.00
2. Platnium Mechanical, Inc. – 400 amp service $ 7,897.00
3. Williams Electric – repairs as per inspection report $ 5,287.00
4. Stops Refigeration, Inc. – 2 furnaces, 2 AC units $21,595.00
5. Badger Heating – 2 furnaces, 2 AC units $27,530.00
6. Bauers Electric – 400 amp service $ 5,042.00
7. Platnium Mechanical, Inc. – 2 furnaces, 2 AC units $18,680.00
8. Experienced Heating & Air Conditioning – 2 furnaces,
2 AC units $24,345.00
There are five quotes for heat and air conditioning; three quotes for electric service. There were no bids for the foundation work. Supervisor Misiak made a motion to have a Special Town Board Meeting, Tuesday, March 16, 2010 at 8:30 AM at the Winchester Municipal Building to review the technical details of the bids and make the selections. Supervisor Osfar seconded and the motion carried.
Discussion held regarding advertising for crushing of road gravel, 9,000 cubic yards minimum, at the Papoose Lake Road pit. The bids are due by 5:00 PM, Friday, April 30, 2010. Supervisor Osfar made a motion to approve advertising for crushing of road gravel. Supervisor Misiak seconded and the motion carried.
Discussion held regarding when to open the advisory letter that was sent out regarding the use of public funds for a new library. Clerk Allis stated the need to open the letters as they arrive due to the fact the letter may be for an absentee ballot, property tax payment, etc. The Board agreed to have Chairman Sturgeon and/or Clerk Allis open the letters and put them in numerical order as the letters arrive.
Supervisor Misiak made a motion to approve Chairman Sturgeon and the Town Crew to attend the workshop on road maintenance in Tomahawk on March 18, 2010. Supervisor Osfar seconded and the motion carried.
Supervisor Osfar made a motion to approve Chairman Sturgeon and any Supervisor that would like to attend the Spring Highway Workshop on April 21, 2010 in Minocqua. Supervisor Misiak seconded and the motion carried.
Supervisor Osfar made a motion to adjourn. Supervisor Misiak seconded and the motion carried. The meeting adjourned at 10:37 AM.
