Minutes of the May 4, 2009 Monthly Town Board MeetingChairman Sturgeon called the meeting to order at 7:00 PM. Those attending were Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak, Clerk Allis and Treasurer Sell. There were 34 people in the audience.Supervisor Misiak made a motion to approve the agenda at the discretion of the Chairman. Supervisor Osfar seconded and the motion carried.Supervisor Osfar made a motion to amend the April 6, 2009 Monthly Town Board Minutes page two, second paragraph to include any member of the Town Board can contact the town’s attorney at his discretion, but the other members of the Town Board should be notified the attorney was contacted. Supervisor Misiak seconded and the motion carried. The Town Board agreed to have the last line of paragraph one, after the motions, deleted from the minutes.Supervisor Osfar made a motion to approve the minutes of the April 14, 2009, April 24, 2009 and April 30, 2009 Special Town Board Meetings. Supervisor Misiak seconded and the motion carried.Supervisor Osfar made a motion to accept the Treasurer’s report as read. Supervisor Misiak seconded and the motion carried.Chairman Sturgeon reported the he spent time with the town crew going over the roads, culverts and road conditions. The weight limits will be lifted Wednesday, May 6th. The town crew will start to sweep the roads. Chairman Sturgeon has not set his permanent hours, but he will be in the office on Wednesday mornings from 9:00 – 11:00 AM. Chairman Sturgeon reported on what jobs the Town Board members will be doing – Chairman Sturgeon: Liaison to Library Board, Plan Committee, Town Crew, Monitor Turtle Dam, Roads; Supervisor Osfar – Liaison to Winchester Town Lakes Committee, Park & Boat Landings, Monitor Turtle Dam, Plan Committee; Supervisor Misiak – Liaison to ES Board (Fire Dept. & Ambulance Dept), Recycling Center, Plan Committee, Address Coordinator. Chairman Sturgeon stated audience members are not to interrupt the Board with questions, etc. They will have a time to speak when the Board goes into “Public Participation”. The Library Board met April 25, 2009 – the library was turned down for the Gates Grant and they are looking into a possible website. Supervisor Osfar reported he and the town crew put up the “Slow Pedestrian” signs on East Birch Lake Road. The arrow signs for West Birch Lake Road, by Arlen’s, will be ordered along with “Slow Down – 15 MPH” signs. Supervisor Osfar and the town crew will check the locks on the restrooms at the park; he was told they were hard to lock. Street signs on Bruette and Town Site Roads need to be replaced; West Birch Lake Road needs a boat landing sign. The playground needs new wood chips. The Town Lakes Committee – a survey will be conducted on Harris Lake for curly leaf pond weed in June and later in summer. The town and Harris Lake will each pay $298.35 for the survey and the DNR will cover a portion of the cost. The Town Lakes Committee will have a forum on July 16 and a citizens training session on lake monitoring July 23rd. AIS packets will be given to the rental properties in Winchester.Supervisor Misiak reported the Fire Department had two calls in April. Training during the month included four members attending a session in Manitowish Waters on self-containing breathing apparatus. Several members also attended training at Presque Isle for tanker training. Bill Sell and another member are scheduled to attend a man-tracker training session in Woodruff, May 14th. This is a search and rescue training sponsored by Vilas and Oneida Counties. Last week the brush truck for the Fire Dept. had transmission failure. The truck has been repaired and is back in service. The new Smokey the Bear sign was placed in front of the municipal building. Jim Cayo has volunteered to monitor the website daily and update the fire danger sign as required. The Ambulance Dept. had two responses. We were reminded the town is very short handed on EMTs – we need volunteers. The ambulance crew received their new jackets. Correspondence - There was one address change – there was a duplication of an address. Ginger Brousil has been assigned a new address to take care of the duplication. There were no new road/lane name changes last month.Supervisor Osfar reported the “Slow Pedestrians” road signs have been placed on East Birch Lake Road. The town clerk will place the order for the arrow signs to be placed on West Birch Lake Road by the Arlen property. Discussion was held regarding the town lake access between blocks 18 and 20 Turtle Lake Resort Subdivision S33 T44N R5E. The Town Board received and reviewed the letter from the town’s attorney and the District Attorney. The Town Board also received a letter from Phil Williams. Chairman Sturgeon stated that in the town’s attorney letter the Board could do one of three things: 1) Do nothing, 2) Have Mr. Williams remove the lines at his own expense, 3) Have Mr. Williamsl apply for after the fact easement and grant it at the cost what the town thinks is appropriate. Supervisor Misiak made a motion that Mr. Williams apply for easement of after the fact and and bring it to the Board. Supervisor Osfar seconded and the motion carried. Chairman Sturgeon reported Rob Schmidt, Jr. has agreed to continue to work on the planning of the new library and to continue to be the Chairman of the Fundraising Committee for the new library. Rob Schmidt reported he spoke with Bob Bell and the plans are still at the state waiting for approval. More changes needed to be made. The Town Board should be getting a letter from the state by May 15th regarding approval of plans or rejection of plans. For the fundraising, Rob will be contacting the people listed on the fundraising list and will be getting a meeting together either the end of this month or early June. Supervisor Osfar made a motion to increase the poll workers’ hourly pay from $8.00/hour to $10.00/hour. Supervisor Misiak seconded and the motion carried.Discussion was held regarding update on roads. There will be no blacktopping of roads this year. The Board approved to wedge and seal 6.1 miles of the following roads: West Harris Lake Road 1.3 miles, Harris Lake Road .9 mile, Old Cty W 1.5 miles, West Rock Lake Road 1.4 miles, roads in the Town of Winchester .8 mile and Haskins .2 mile. This process would bring the roads up from a class 3 to a class 7 or 8. The Board agreed to do more crack sealing this year – Papoose Lake Road 4.6 miles, Papoose Landing Road .2 mile, East Harris Lake Road 1.2 miles, West Birch Lake Road 3.3 miles and Chicago Ave .1 mile for a total of 9.4 miles. After these repairs, the Board will be working on a five year plan. Supervisor Misiak stated by repairing these roads it will be much more cost effective right now given the number of roads that can benefit from repair. Discussion was held regarding Metals and Appliances Recycling Day. The Board discussed having the appliance day tentatively August 29th. The Board will confirm the date at a subsequent meeting. Supervisor Misiak discussed the metals - put a container at the Recycling Center for metal drop off. The container would be supplied by Eagle Waste and we would lease it for a monthly fee. Supervisor Misiak will be doing more research on this. Chairman Sturgeon suggested we only do metal recycling for the summer months, making it more economical. Discussion was held regarding improvements at the Recycling Center. Supervisor Misiak shared the following suggestions:1) The recycling attendants have to move material from the building to the trailer. The forklift is not made for outside use and the forklift gets stuck on the graveled area. One recommendation was to lay more gravel and compact the area. The longer term initiative is to pave it or put concrete on that area. Supervisor Misiak made a motion that we prepare that area with the town crew graveling and compacting it, whatever is required, and resurface with blacktop or concrete depending which is more economical. We will bid it out and get a minimum of three bids. Supervisor Osfar seconded and the motion carried. 2) Enlarging the dock area to accommodate two semi-trailers. One trailer would be left in place for the storage of waste paper and the second trailer would come in and out and load and unload. The trailer left in place would not have to be licensed or road worthy. The town crew could do most of the work on enlarging the area other than the cement work.Supervisor Misiak made a motion to expand the dock to handle two semi-trailers. Supervisor Osfar seconded and the motion carried. 3) Straighten and level the new gate. Chairman Sturgeon sent the letters from Forrest & Donna Jukich’s attorney for application to lay out town road to our town’s attorney. The Board will wait for the attorney’s recommendation.Discussion held regarding the date for the Board of Review. Paul Carlson, Assessor, sent a letter recommending the week of June 22, 2009. The Board suggested June 26th for the Board of Review. The clerk will notify Paul Carlson with that date to see if it workable. Rick Clem represents the Town of Winchester on the Vilas County Land Use Committee. He would like the approval of the Town Board to have the new zoning maps of the town that were given to him at the V.C. Land Use Committee meeting corrected to reflect the zoning as on our original Vilas County Zoning Map. When the new zoning map was printed some of the zoning areas were changed. Supervisor Osfar made a motion to support Rick Clem in his efforts to get the new zoning map corrected. Supervisor Misiak seconded and the motion carried.Chairman Sturgeon made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Supervisor Misiak seconded and the motion carried.Supervisor Osfar made a motion to reconvene into open session. Supervisor Misiak seconded and the motion carried.Chairman Sturgeon made a motion to approve vouchers #21638 through #21699 for a total of $97,003.12. Supervisor Misiak seconded and the motion carried.Supervisor Misiak made a motion to adjourn. Chairman Sturgeon seconded and the motion carried.
