November 17, 2008 Public Budget Hearing
Minutes of the November 17, 2008 Town of Winchester Public Budget HearingChairman Schmidt called the Public Budget Hearing to order at 7:00 PM. Those attending were Chairman Schmidt, Supervisor Williams, Supervisor Osfar and Clerk Allis. There were 22 people in the audience.Chairman Schmidt stated there are new copies of the budget and mill rate due to an error in computations. The new levy is $577,661.06. The audience was given time to look over the budget before questions and answers. Areas of the budget that were discussed: Library – includes books, Merlin, the operating expenses for the library. Librarian Salary – increase due to 3% raise and increasing hours library is open from 20 hours to 24 hours. Donations – includes Wildlife Fire Fighting Suits, Town Lakes Associations, library donations. Fire Dept. Reserve – $10,000 not added due to the new vehicles (loans). Library Addition – would like this item labeled Library Addition Reserve. Lakes Committee – increase is to be used for invasive species treatment, if needed. Other Financial Uses – includes service charge for nonsufficient check (taxes), service charges (checking account). Public Works – Road Improvements down due to equipment purchase. Website – would like to see increase in this area and fix the website. Legal/Surveying – used for projects that need to be surveyed, litigation, any legal bills. Park – general fund.Chairman Schmidt closed the Public Budget Hearing at 7:57 PM.Minutes of the November 17, 2008 Town of Winchester Special Town Meeting of the ElectorsChairman Schmidt called the Special Town Meeting of the Electors to order at 7:57 PM.Sulo Wainio made a motion to approve the agenda. Bob Bridges seconded and the motion carried. Hand vote - unanimous. Jay Woolf made a motion to approve the total highway expenditures of $582,000 for 2009 pursuant to Section 82.03(3) of Wisconsin Statutes. Tom Misiak seconded and the motion carried. Hand vote - unanimous. Tom Misiak made a motion to approve the 2008 town tax levy of $577,661.06 to be paid in 2009 pursuant to Section 60.10(1)(a) of Wisconsin Statutes. Gary Allis seconded and the motion passed. Hand vote – 14 approved, 6 opposed. Bob Bridges made a motion to adjourn the Special Town Meeting. Marge Engel seconded and the motion carried. The meeting adjourned at 8:02 PM. Minutes of the November 17, 2008 Special Town Board MeetingChairman Schmidt called the meeting to order at 8:02 PM. Those attending were Chairman Schmidt, Supervisor Williams, Supervisor Osfar and Clerk Allis.Supervisor Osfar made a motion to approve the agenda at the discretion of the chairman. Supervisor Williams seconded and the motion carried.Chairman Schmidt made a motion to approve the 2009 Budget as presented at the November 17, 2008 Budget Hearing. Supervisor Osfar seconded and the motion carried. Supervisor Williams made a motion to approve the tax collector bond. Supervisor Osfar seconded and the motion carried.Discussion held regarding the people advisory referendum for the library. Supervisor Osfar suggested the referendum in case there are not enough donations to build the library. Chairman Schmidt stated the Spring 2009 Election would be too early for the referendum. He stated possibly at the November 2009 Election since the Library Board is planning on a year of fundraising. Supervisor Osfar made a motion to table any action regarding the referendum, but do have an advisory referendum if we do not have enough private funds to cover the cost of the new library. Supervisor Williams seconded and the motion carried.Supervisor Osfar made a motion to adjourn. Supervisor Williams seconded and the motion carried.
