Minutes of the November 2, 2009 Monthly Town Board Meeting
Chairman Sturgeon called the meeting to order at 7:00 PM. Those attending were Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak, Clerk Allis and Treasurer Sell. There were 20 people in the audience.
Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Misiak seconded and the motion carried.
Supervisor Misiak made a motion to approve the minutes of the October 5, 2009 Monthly Town Board Meeting and the October 28, 2009 Special Town Board Meeting. Supervisor Osfar seconded and the motion carried.
Supervisor Osfar made a motion to accept the Treasurer’s report as read. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon reported he attended the North Lakeland Elementary School Plan Commission Meeting. The Durrant Group presented the same program that they presented at our October Town Board Meeting – an overview of the study the Durrant Group, Inc. did regarding the NLES building needs. On November 12, 2009 the NLES Plan Commission will start looking at those needs. The Library Board met. It was reported Vilas County will be decreasing the library grant by 5% next year. Volunteers are needed for the library. The next Library Board Meeting will be November 28, 2009. The railings have been delivered – those for the Recycling Center have been put up and those for Papoose Lake Road will be put up next year. Chairman Sturgeon attended the WTA Convention in Stevens Point. He stated the Prevailing Wage was a big topic. It will raise road projects by 15% next year.
Supervisor Osfar reported the Town Lakes Committee would like the $600 donation from last year to show on this year’s budget. Jon Berg has resigned from the Town Lakes Committee because he has moved to Minocqua. The DNR has selected Birch Lake as a Critical Habitat Destination. By 2010 we must have the Comprehensive Plan up and running in order to be eligible for grants. The DNR will be placing signage at the boat landings regarding invasive species. The next Town Lakes Committee will be in January 2010. Supervisor Osfar also reported the website is up and running. A few changes still have to be made on it.
Supervisor Misiak reported there was one garage fire in which the garage was totally consumed. The Recycling Center report will be given later during the meeting.
No correspondence.
No new road/lane name changes.
Supervisor Misiak and Supervisor Osfar will try to complete a Winchester sign inventory during the month of November to meet the state reflectivity requirement.
Supervisor Osfar received a note from Dustin, Town Web Design, that the website is up and running. Some corrections need to be made, but it is a very easy website to upload. Eventually we will have ordinances, permits, calendar, etc. on the site.
Discussion held regarding the Community Building improvements. In 2010 the Community Building will be 100 years old. Supervisor Misiak stated we need to make the building habitable since we are still using the building. It was discussed to preserve the building for historical purposes. Chairman Sturgeon suggested we fix the windows (put plastic on them for the winter months to prevent cold air leaking in), change the side door, build a new book drop-off and place a heater in library to increase the heat when the library is open.
Discussion held regarding approval of new Plan Committee members. No letters of interest were received from the advertisement placed in the Lakeland Times for Plan Committee volunteers. Chairman Sturgeon received three responses for volunteers – Steve Steiner, Karl Solberg and Dick Smith. Chairman Sturgeon made a motion to have Steve Steiner and Karl Solberg as alternates and Dick Smith as a full-time member of the Plan Committee. Supervisor Misiak seconded and the motion carried.
Supervisor Misiak discussed the 2020 Comprehensive Land Use Plan. He read a few paragraphs from the plan to update everyone. This is the official document of the town and as of January 1, 2010 all towns must have a Comprehensive Plan and this plan is used for land use decisions. Our Comprehensive Land Use Plan was adopted by the Town Board in March 5, 2001. The plan requires 1) that there be an active Planning Commission; 2) the Town Board must report at the Annual Meeting on how the town is doing regarding the plan; 3) provisions for amending the plan. Supervisor Misiak stated this was put on the agenda to primarily to advise us and you that the Board is coming up to speed as fast as they can about this document and they will report additional comments or actions as they go forward.
Supervisor Misiak reported the metal container is full. It will be removed for the winter because there is no place to put the snow. In the spring the service will be re-bid. This has been a great service for the community to get rid of metal and metal products.
Supervisor Misiak requested that people bringing cardboard to the Recycling Center bring the cardboard weekly instead of waiting for a month or two and bringing a truck load and dumping it at the worksite. This way the Recycling Center is not deluged by the cardboard and the attendant can bundle it right away.
The meeting to finalize the 2010 budget will be Wednesday, November 4, 2009 at 1:00 PM. The Public Budget Hearing will be November 30, 2009 at 7:00 PM at the Winchester Municipal Building with a Special Town Meeting immediately following and a Special Town Board Meeting immediately following the Special Town Meeting.
A Special Town Board Meeting will be December 30, 2009 at 9:00 AM to balance the budget.
Chairman Sturgeon made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon made a motion to reconvene into open session. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon made a motion to approve vouchers #22003 through #22049 for a total of $219,137.63. Supervisor Misiak seconded and the motion carried.
Supervisor Osfar made a motion to adjourn. Supervisor Misiak seconded and the motion carried. The meeting adjourned at 8:30 PM.
