Minutes of the October 26, 2011 Special Town Board Meeting
The meeting was called to order at 9:07 AM by Chairman Williams. Those attending were Chairman Williams, Supervisor Misiak, Supervisor Clem, Clerk Allis and Matt Schmidt, Fire Department.
Supervisor Misiak made a motion to approve the agenda at the discretion of the Chairman. Chairman Williams seconded and the motion carried.
Chairman Williams stated one old ordinance is a zoning ordinance pertaining to the town specifying we have a deputy zoning administrator which we do not have. This ordinance is invalid because the town does not issue permits; all permits for Winchester are through Vilas County. The ordinance allows the Town Board to amend or delete it. Supervisor Misiak made a motion to repeal Ordinance #75 because Winchester does not have a zoning administrator and does not foresee one in the future. Chairman Williams seconded and the motion carried.
Chairman Williams checked the Dougherty property this morning and can not see any work that has been done. At the last Town Board Meeting Mr. Dougherty stated he was going to make some repairs to the property. He was asked to close the soffits and a hole in the back of the building. Chairman Williams read an email from Gary Ruschmeyer regarding municipalities facing neglected buildings and/or irresponsible property owners that present fire, life and safety hazards. Mr. Dougherty had until October 13, 2011 to complete the repairs. Chairman Williams made a motion to send Mr. Dougherty another certified letter reminding him of his promises and informing him that the issue will again come up at the November 7, 2011 Monthly Town Board Meeting. If there is no appreciable work closing up the building by that time, the Board will continue with further and more severe action. Supervisor Misiak seconded and the motion carried.
Clerk Allis asked for approval to have Chief Inspectors Kay Arlen and Louise Eifert attend with her a GAB workshop in Crandon, October 27, 2011. Supervisor Misiak made a motion to approve the attendance of the GAB workshop in Crandon for the above mentioned Chief Inspectors and Clerk. Chairman Williams seconded and the motion carried.
The Town Board discussed and worked on the 2012 Budget. Chairman Williams stated he believes they have a workable budget. The Board will have to take another look at it when all the numbers are entered into the budget.
Supervisor Misiak made a motion to adjourn. Chairman Williams seconded and the motion carried. The meeting adjourned at 11:43 AM.
