October 27, 2008 Town Board Meeting
Minutes of the October 27, 2008 Special Town Board MeetingChairman Schmidt called the meeting to order at 9:05 AM. Those attending were Chairman Schmidt, Supervisor Williams, Supervisor Osfar and Clerk Allis. There were 19 people in the audience.Supervisor Williams made a motion to approve the agenda at the discretion of the Chairman. Supervisor Osfar seconded and the motion carried. Bronson Haase, Chairman of the curly-leaf pondweed committee for Harris Lake, presented the progress they have made on the curly- leaf pondweed project. A booklet was handed out regarding the project. Curly- leaf pondweed, a type of invasive species, was found in Harris Lake this past summer. It grows in the spring and dies around July. When it dies it can create phosphorus in the lake and the phosphorus can create algae in the lake. The Harris Lake Committee has requested Onterra, LLC to do a curly-leaf pondweed baseline assessment and mapping study. The DNR has grants for invasive species studies. The grant is called an AIS Rapid Response Grant. If the grant is received 75% of the costs will be paid for through the grant. The other 25% is paid by the lake association. Harris Lake Association will be working closely with the DNR and the Winchester Town Lakes Committee on this project. Supervisor Osfar made a motion that the Town of Winchester support the Harris Lake Association in their efforts for the study and control of curly-leaf pondweed during the periods 2008, 2009 and 2010. Supervisor Williams seconded and the motion carried.Chairman Schmidt received one assessor bid from Carlson Appraisals for the 2009 assessment year for the sum of $10,000. Supervisor Williams made a motion to approve Carlson Appraisals as the town’s appraiser for next year. Supervisor Osfar seconded and the motion carried.Chairman Schmidt received a letter from Pat Zatopa, DNR, requesting our status of the bike trail and whether the town was going to accept the DNR grant of $164,000. Chairman Schmidt stated we did not receive the DOT grant and we needed to get both grants in order to proceed with the bike trail. Chairman Schmidt needs to write a letter to Pat Zatopa stating that since we did not get the DOT grant, we will not be proceeding with the project which will release the $164,000 back to the DNR. Supervisor Osfar made a motion for Chairman Schmidt to write the letter to Pat Zatopa stating the above. Supervisor Williams seconded and the motion carried.Supervisor Williams stated originally the monies from the Dakota Charitables Foundation was to be split between the bike trail and the new library. Supervisor Williams stated since we will not be building the bike trail we need to re-allocate the funds. Chairman Schmidt stated we did that last March. He read the motion made at the March 3, 2008 Monthly Town Board Meeting – “Supervisor Williams made a motion that the Dakota Charitables Foundation donation money be split evenly with the bike trail and the library; the money be held by the town in a CD. Supervisor Williams added Supervisor Osfar’s amendment to the motion that the money be apportioned by the Board according to the bike trail and library needs. Supervisor Osfar seconded and the motion carried. Supervisor Williams, aye; Supervisor Osfar, aye; Chairman Schmidt, oppose.” Chairman Schmidt made a motion that the $100,000 from the Dakota Charitables Foundation be go to the library. Supervisor Williams seconded and the motion carried. Discussion held regarding the 2009 budget. The budget was looked at and the board was able to keep the 2009 budget below the 2% increase the State of Wisconsin allows. Supervisor Osfar made a motion to approve presentation of the levy of $600,407.56 to the town’s people at the Public Budget Hearing. Supervisor Williams seconded and the motion carried. Chairman Schmidt made a motion to adjourn. Supervisor Osfar seconded and the motion carried. The meeting adjourned at 10:40 AM.Respectfully submitted,Ruth AllisTown Clerk
