Minutes of the October 29, 2010 Special Town Board Meeting
Chairman Sturgeon called the meeting to order at 8:07 AM. Those attending were Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak, Clerk Allis, Bill Sell and Joe Moll.
Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Misiak seconded and the motion carried.
Discussion held regarding the easement for Phil & Nancy Williams which the Town Board approved on June 1, 2010. The easement was for a 20 foot section of lake trail between their home and cabin so their water and power lines could cross under the above mentioned area. Phil & Nancy Williams would like a “Grant of Easement” approved in order to register this with the Register of Deeds in Vilas County. Supervisor Misiak made a motion to approve the Grant of Easement for underground residential water pipes and electrical lines across town owned land for Phil and Nancy Williams. Supervisor Osfar seconded and the motion carried. Chairman Sturgeon, aye; Supervisor Osfar, aye; Supervisor Misiak, aye.
Discussion was held regarding the town crew contract. The crew, Bill Sell and Joe Moll, would like to have health insurance added to the contract. Other town contracts were looked at to see what they offered their town crew members. The Board will discuss this again with the town crew after more research is completed.
Supervisor Osfar made a motion to go into closed session under SS19.85© considering employment, promotion, compensation or performance valuation of any public employee. Supervisor Misiak seconded and the motion carried. Chairman Sturgeon, aye; Supervisor Osfar, aye; Supervisor Misiak, aye. Those attending closed session are Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak, Clerk Allis and Ginger Brousil.
Supervisor Misiak made a motion to reconvene into open session. Supervisor Osfar seconded and the motion carried.
The Town Board discussed the 2011 Budget. Cela McGinnis, librarian, gave her input for the library portion of the budget. The Board has completed the budget and has remained within the 3% increase for the town levy. The budget will be brought before the town electors on November 29, 2010 at 7:00 PM at the Winchester Municipal Building.
In closed session the Town Board discussed with Ginger Brousil her performance review. Supervisor Misiak made a motion to increase Ginger Brousil’s hourly rate 2.5%, or $0.28, to bring her to a total of $11.35 per hour, effective November 1, 2010. Supervisor Osfar seconded and the motion carried.
Supervisor Osfar made a motion to adjourn. Supervisor Misiak seconded and the motion carried. The meeting adjourned at 11:45 AM.
