Minutes of the October 6, 2008 Special Town MeetingChairman Schmidt called the meeting to order at 7:00 PM. Those attending were Chairman Schmidt, Supervisor Williams, Supervisor Osfar, Clerk Allis and Treasurer Sell. There were 35 people in the audience. Nancy Williams made a motion to approve the agenda at the discretion of the Chairman. Rick Clem seconded and the motion carried.The Special Town Meeting was called to discuss the possible purchase of a 40 acre parcel from Plum Creek north of the Town Hall. Chairman Schmidt stated Plum Creek has come back with a counter offer of $75,000.00 for the 40 acre parcel. Plum Creek had four appraisals of the property and the appraisals averaged out to be $18.75/acre. Chairman Schmidt has a copy of Plum Creek’s contract because it appears that they want to close through their office in Seattle. The property is located in the Southwest Quarter of the Southwest Quarter Section 9, Township 43 North, Range 5 East, Vilas County, Wisconsin. The only contingency was the approval of the town’s people at this meeting because of State Statutes the Town Board does not have the authorization to purchase property, it is the power of the town’s people, State Statutes 60.10 (2e). At the 2008 Annual Meeting discussion was held regarding the purchase of this property and the vote was to continue the pursuit of the purchase up to the point of getting an offer. Now we have an offer on the table, so there are two questions for tonight: 1) do we want to purchase the land at $75,000 and 2) how do we want to pay for the land. Discussion was held regarding the purchase. North of the existing road that is there, you have three patches of swamp. South of the road you have a black spruce swamp that you can see from the road. About 20% of the land is wetlands. The property to the south is the high property that would connect to this property (Municipal Building). There is an existing road there and Plum Creek will be retaining a 66 foot wide easement across the existing road for access to the back properties. Chairman Schmidt stated on a scale from 1 to 5, he would call it a 4, not a perfect 40 acre parcel. The offer that Plum Creek has given us is reasonable with current market prices. The use of the land, 40 acre parcel, has not been determined. The land is available for sale now. If we want to buy it, we should buy it now because after tonight it will probably be for sale to the general public. The land that we have now that is buildable is from the existing building to the north edge of this property there is approximately 500 feet. There is a white stake on the west side of County Road W approximately 500 feet north of this driveway, that is our north corner. That is also the south corner of the 40 acre parcel. The parcel also extends to approximately where the fence between the Bear Bar and Al Stein’s, that would be the north line of the property, from there to the east 1320 feet. Plum Creek wants to close on the property by November 1, 2008. We have two options: 1) take out a 5 year loan for $75,000 – it would be approximately $16,500 per year for five years, or 2) you can put a one-time hit on next year’s levy of $75,000. You would see a jump in the levy for next year with the one-time hit; if you do the loan you will not see it in the levy until 2010 budget due to the fact that when the paper work for the loan is finished we will either receive the money late December or early January. The notice of payments due on loans went out in September, therefore, the next payment period would actually start March 15, 2010. With the one-time hit on the levy, you would see an 18% increase in the levy. Don Madden made a motion to purchase the property, 40 acre parcel from Plum Creek, with the five year loan. Gary Allis seconded and the motion carried. Show of hands vote – those in favor – 25, those against – 6, those abstained – 6. Rick Clem made a motion to adjourn.
