Minutes of the September 6, 2010 Monthly Town Board Meeting


Chairman Sturgeon called the meeting to order at 7:01 PM. Those attending were Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak, Clerk Allis and Treasurer Sell. There were 33 people in the audience.

Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Misiak seconded and the motion carried.

Supervisor Osfar made a correction to the August 3, 2010 minutes under Correspondence: Chairman Sturgeon received a copy of the email sent to Supervisor Osfar from the DNR. Supervisor Osfar made a motion to approve the August 3, 2010 Monthly Town Board Minutes with the above correction. Supervisor Misiak seconded and the motion carried.

Supervisor Osfar made a motion to approve the Treasurer’s report as read. Supervisor Misiak seconded and the motion carried.

Chairman Sturgeon reported the foundation work on the Community Building will start September 13, 2010 and take approximately two weeks to complete. The Library Board met August 28, 2010 – they sent Sharon Schmidt a plant for all her years of service. Bill Horner and Betty Forester were welcomed to the Board. The Clean Boat and Clean Water Program was successful with nine children and parents attending. Chairman Sturgeon apologized for missing three of the Library Board Meetings. The pulverizing of East Birch Lake Road was finished on September 3, 2010. The black topping is scheduled to be started on September 11, 2010. The crack sealing, chip sealing and wedging is completed on the end of East Birch Lake Road. Crack seal and was applied on Hiawatha Lake Road and Little Papoose Lake Road. Chip seal was applied on Hiawatha Lake Road. South Turtle Lake Road is completed and weight limits are removed.

Supervisor Osfar reported he received calls regarding the refrigerator in front of Fairbanks’ store. The refrigerator has the doors on; they should be latched or removed. He also received an email concerning the culvert on Papoose Lake Road.

Supervisor Misiak reported the Fire Department has nearly consumed their materials and supplies budget for this year due to the trailer that was purchased for the off road rescue vehicle. They are doing fine on compensation and salaries. Bill Sell and John Melzer will be making a real effort to manage the expenses for the fourth quarter. The Ambulance Department is performing better than budget year to date. The Planning Committee met in August – they continue to work on the update and revision of the 2020 Comprehensive Plan for Winchester. Supervisor Misiak received a summary of the Winchester fire numbers which lists all the names of property owners, tax I.D. numbers and the fire numbers. This will be distributed to the Fire and Ambulance Departments. Supervisor Misiak will compare the fire numbers to the signage survey he and Supervisor Osfar have done and make revisions.

Correspondence – Kay Arlen, President of the Winchester Women’s Civic Club sent a letter to the Town Board regarding the Community Building and its improvements.

Supervisor Misiak stated Vilas County approved the requested trail name for addresses 7789, 7797, 7801 and 7805 off of East Birch Lake Road. This driveway will now become Marten Trail. Steve Regnier requested a fire number for his property on Birch Lake Estates. Mr. Regnier and Al and Amy Peterson will have to come up with a name for their condominium property road and submit it to the Town Board.

Supervisor Osfar stated the town crew removed many trees that were close to the shoulders on East Birch Lake Road and opened up some of the corners. After the black topping is completed the town crew will be working on the shoulders.

Frank Tomlanovich, candidate for Vilas County Sheriff, gave a brief campaign speech. He has been with the Vilas County law enforcement for 33 years.

Supervisor Misiak made a motion to approve the applications for a Temporary Class “B” Retailer’s License for Ginger Brousil, Ambulance Director, for the Musky Classic to be held September 12, 2010 and for the Winchester Lions Tailgate Party to be held October 3, 2010. Supervisor Osfar seconded and the motion carried.

Supervisor Misiak made a motion to give the graduated EMT’s a cash award of $50.00 in recognition of their efforts on completing the EMT classes and for their contribution to our community. Supervisor Osfar seconded and the motion carried.

Supervisor Misiak reported on the outside containers at the Recycling Center. Many of the residents are not happy with the higher and larger containers. Supervisor Misiak recommends installing a compactor. Alan Albee from Eagle Waste gave a presentation on the purchasing or leasing a compactor. The Board will discuss this at the next Monthly Town Board Meeting.

Discussion held on the Park Refreshment Center Policy. There are two policies: 1) General Public and 2) Lions and Fire Department. The General Public Policy states the unit must be cleaned by users and inspected by the Town Park Supervisor, Town Supervisor, or Chairman before the function and inspected after the function. If there are damages, the responsible parties will pay for the damages. The other difference between the two policies is that the beer tappers are only to be used by the Lions or Fire Department. Also, a deposit of $100.00 is required by the General Public, and $50.00 will be refunded if the unit is clean and no damages after use. Supervisor Misiak made a motion to approve the Park Refreshment Stand, General Public Policy as presented. Supervisor Osfar seconded and the motion carried.

The Winchester Park Facilities Policy was discussed. Item #5 will be corrected to read: All areas will be cleaned immediately after the event. Supervisor Osfar made a motion to approve the Town of Winchester Park Facilities Policy with corrections. Supervisor Misiak seconded and the motion carried.

Phil Williams presented information regarding the upcoming Musky Classic, September 10, 11, and 12th. This is the 34th year for the Musky Classic and Winchester is the host this year. The awards ceremony will be at the Winchester Park on Sunday, September 12, 2010, at 11:00 AM.

Supervisor Osfar reported the park will be locked the evening of Saturday, September 11, 2010, in preparation for the Musky Classic activities on Sunday.

Supervisor Osfar discussed payment for the AIS treatment. As it is now, 12.5% payment from Lake Associations, 75% from DNR, if we get a grant, and 12.5% from the town. The lake associations get their money from the members, but not all lake property owners belong to the lake associations. Supervisor Osfar wants to propose for 2011 an increase in the budgeted amount for AIS treatment in the town budget.

Supervisor Osfar reported the wood picnic tables at the park are secured with chains. Deri Mumford is to put up the flood lights on the pavilion.

The Town Lakes Committee developed a “Town of Winchester Lake User Guide.” It is common sense courtesies for the lakes. Supervisor Osfar read the guide. Supervisor Misiak made a motion to table any further discussion to another meeting. Supervisor Osfar seconded and the motion carried.

Supervisor Osfar discussed putting signs at the entrances of Winchester stating the town requires building permits. Supervisor Osfar made a motion to order the signs. Supervisor Misiak seconded and the motion carried. Vote – Supervisor Osfar, aye; Supervisor Misiak, aye; Chairman Sturgeon, nay.

Rick Clem reported B.J. Bauer Electrical did a study on the lighting at the Community Building that would increase the wattage by 25%. An annual energy cost savings from an upgrade of one lamp or system type throughout the facility would save $302 per year. For the cost of him doing this, it will pay for itself in 1 ½ years. His cost would be approximately $500 - $600. Supervisor Misiak made a motion that we contact B.J. Bauer and change the ballast at the Community Building. Supervisor Osfar seconded and the motion carried.

Rick Clem presented the drawings for the new disability accessible bathroom at the Community Building. Also included was storage space for the Winchester Women’s Civic Club, Quilters and Pine Tones. Supervisor Misiak made a motion to proceed with the remodeling plans for the Community Building per the sketch and obtain requests for quotes for the remodeling work. Supervisor Osfar seconded and the motion carried.

Discussion regarding 2010 Fall Budget & Finance Workshop – no Board member was interested in attending.

Supervisor Misiak discussed the “stair chair” the EMS has requested. This chair is to transport a person up or down stairs. They have a chair, but it is old and obsolete and they do not use it. They either use the back board or a house chair. The chair they recommend is the Stryker chair, Model 6252, which costs $2,459.38. The Ambulance Department has enough money in their budget for this chair. Supervisor Osfar made a motion to approve the purchase of the Stryker chair for $2,459.38. Supervisor Misiak seconded and the motion carried.

Chairman Sturgeon made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Supervisor Osfar seconded and the motion carried.

Supervisor Misiak made a motion to reconvene into open session. Supervisor Osfar seconded and the motion carried.

Chairman Sturgeon made a motion to approve vouchers #22645 through #22709 for a total of $54,021.75. Supervisor Osfar seconded and the motion carried.

The Board discussed dates to work on the 2011 Budget. The dates are September 14, 2010 at 8:00 AM and September 29, 2010 at 8:00 AM at the Municipal Building.

Supervisor Osfar made a motion to adjourn. Chairman Sturgeon seconded and the motion carried. The meeting adjourned at 9:10 PM.
