Minutes of the September 8, 2009 Monthly Town Board Meeting
Chairman Sturgeon called the meeting to order at 7:00 PM. Those attending were Chairman Sturgeon, Supervisor Osfar, Supervisor Misiak, Clerk Allis and Treasurer Sell. There were nine people in the audience.
Supervisor Osfar made a motion to approve the agenda at the discretion of the Chairman. Supervisor Misiak seconded and the motion carried.Supervisor Misiak made a motion to approve the minutes of the August 3, 2009, Monthly Town Board Meeting and the August 25, 2009, Special Town Board Meeting. Supervisor Osfar seconded and the motion carried.Supervisor Osfar made a motion to accept the Treasurer’s report as read. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon reported the seal coating of the roads will be finished next week. The crack sealing of the roads is finished. Gravel was added to the portion of Circle Lily Road that is in Winchester. The winter hours for the library are: Monday and Thursday 11:00 AM to 7:00 PM and Saturday 9:00 AM to 1:00 PM. The library’s website will be available sometime in October. The railings for the Recycling Site and Papoose Road will be ordered this month. Yolanda Drive, the 32’ x 40’ triangle is ready to be seal coated. The town has received the money from Forrest Jukich for the seal coating. Supervisor Osfar reported on the NR40 Bill from the DNR that was passed pertaining to the prohibiting of transporting aquatic plants and animals by vehicles, boats and trailers on public highways. The Musky Classic is this weekend and they will be monitoring boats for aquatic plants and animals. The Plan Commission will meet September 28, 2009 at 7:00 PM at the Municipal Building. After the Lions Club Tailgate Party, the town crew will be storing the park materials. Supervisor Osfar asked if the grills donated by the Lions Club could be stored at the fire barn. Supervisor Misiak will check with Bill Sell, Fire Chief.Supervisor Misiak reported the Fire and Ambulance Departments had a good response to the accident at Smokey’s. There were nine fire fighters and a couple EMT’s. They were able to use the Fire Department’s extrication equipment. The Fire Department plans to purchase Wildland Fire Backpacks for use to carry water into the brush fires. The Fire Department will have a joint pumper test and training with Manitowish Waters Fire Department, September 16, 2009. The Fire Department anticipates purchasing the trailer for the ranger off road vehicle before the first snow fall. The Ambulance Department had two calls this past month. The Transfer Site’s scrap metal container is a real “hit”. The third container is at the site and metal continues to come in. Correspondence – Birch Lake will be doing a critical habitat project to check for weeds, etc. Vilas County Solid Waste Committee has sent the annual Solid Waste Grant Form due September 14, 2009. Supervisor Misiak has all the information and will be mailing the form to Vilas County. Discussion was held regarding road/lane name changes. Supervisor Misiak stated Mr. Sauer has completed the form to name his drive ” Solitude Lane”. Supervisor Misiak made a motion to forward that paper work for the private drive off Keppler Road which is to be named Solitude Lane to the Vilas County Mapping Department, Becky Nordine. Supervisor Osfar seconded and the motion carried.Supervisor Misiak received a request from Mr. Wegner to change Charley Lane back to Snowmobile Lane. Supervisor Misiak spoke with Vilas County and they are please with the name Charley Lane – their GPS does show the lane as Charley Lane. Mr. Wegner also requested a cluster sign at the intersection of Charley Lane and West Harris Lake Road. There was no discussion regarding roads, equipment and maintenance.Supervisor Misiak reported a drafted letter was put together to send to Jim White regarding the road maintenance he requested for Camp Mishike Shores Property Owners Association. The road discussed was a portion of Harris Creek Lane (approximately 0 .4 mile)and an area of Village Point Lane (approximately 0.2 mile). This is contingent upon improvements to the road per Town Ordinance 2-91 – Requirements for New Town Roads, and approval of said improvements by the Town Board. The Camp Mishike Shores Property Owners Association must provide the town clear title to the subject roadbed. Supervisor Misiak read the letter to be sent to Mr. White. Supervisor Misiak made a motion to send the letter to Mr. White in response to his request. Supervisor Osfar seconded and the motion carried. Supervisor Misiak discussed the spelling of Adelaide Lake. He received information from Mr. Williams who received information from Marge Engel which showed the spelling to be ADELAIDE Lake. The information came from the 1924 plat map. Supervisor Misiak made a motion to send a letter to the Wisconsin Geographical Names Council stating the correct spelling to be ADELAIDE Lake. He will also forward the information showing the correct spelling. Supervisor Osfar seconded and the motion carried. Supervisor Osfar made a motion to approve the application for a Temporary Class “B” Retailer’s License for the Sale of Fermented Malt Beverages at a Gathering or Picnic for William Sell, Fire Chief, Winchester Fire Department, for the Winchester Lions Club Tailgate Party, September 27, 2009. Supervisor Misiak seconded and the motion carried.Discussion held regarding the life expectancy of the Winchester gravel pit. Leo Meverden, who did the gravel crushing last year, told the town crew they could only get gravel from the pit one more time. Rob Schmidt, Jr. stated the town crew could dig approximately 10 feet in the center of the pit and inspect what is there. He also stated the town could inspect the berm on Little Papoose Lake Road and Vingy Road for gravel. Chairman Sturgeon stated he will have the town crew start digging to inspect for gravel.Supervisor Osfar discussed the website. He has two contacts; one will charge $2000 to setup and the fellow that did Manitowish Waters is $1500 setup and $50 monthly. Supervisor Osfar will obtain more information. Supervisor Osfar made a motion to table any further discussion of the website until the next meeting. Supervisor Misiak seconded and the motion carried. Discussion was held regarding the park. Supervisor Osfar stated he has not heard from the Lions Club regarding the beverage area. He stated it might be too late to do the pavement. There would have to be bids for the pavement because it will cost over $5000. Chairman Sturgeon stated new lighting needs to be added to the kitchen area of the new pavilion. Supervisor Osfar stated two T8 lights should be installed. Chairman Sturgeon made a motion to install the T8 lights. Supervisor Misiak seconded and the motion carried.
Chairman Sturgeon discussed using the old pavilion for storage only. Better doors need to be added and locks. This could be a storage building for the park and town supplies – picnic tables, grills, etc. Supervisor Osfar stated if the old pavilion would be used for storage, there needs to be sufficient seating for the people that use the playground area. Chairman Sturgeon made a motion to convert the old pavilion into a storage area and lock it. Supervisor Misiak seconded and the motion carried.Discussion held regarding Winchester’s fire rating. Supervisor Misiak reported Winchester is rated 9 per the National ISO Standard. There are a few insurance companies that have their own rating systems, but the great majority of insurance companies reference the National ISO Standard rating. Winchester is rated 9 as is all other 800 townships in the state with volunteer fire departments. Fire Chief Bill Sell indicated the only way the town could improve that rating is to have fire hydrants that are supplied by municipal water supply and a full-time fire department. Supervisor Osfar stated Presque Isle moved from an 8 to 7 rating; an insurance company he spoke with stated there is a lot of paper work involved to change the rating. Supervisor Misiak will investigate this further. Supervisor Osfar made a motion to table any further discussion until next month’s meeting. Chairman Sturgeon seconded and the motion carried.Discussion held regarding Census Committee. Chairman Sturgeon will look over the materials to see what is needed. Discussion held regarding the letter received from Jim Saari, Project Manager, Sawdust Bin, Inc. Mr. Saari stated Vilas County is requiring a letter from the Winchester Town Board approving the work to be performed on the property of Dave and Beverly Kebrdle, 9058 Island View Road. He will be lifting and moving the existing garage _ mile onto a vacant lot of which permission has been obtained from property owner. The existing concrete slab and footings will be removed. Drain tile and new retaining walls will be installed. After the new slab is poured the garage will be moved back into its existing location. This process is to take approximately 3-4 weeks to complete. Supervisor Osfar made a motion to approve the above work. Supervisor Misiak seconded and the motion carried.Chairman Sturgeon made a motion to adjourn to public participation items in compliance with the open meeting law; all comments must pertain to agenda items of what the Chairman considers town business. Supervisor Misiak seconded and the motion carried.Chairman Sturgeon made a motion to reconvene into open session. Supervisor Osfar seconded and the motion carried.Chairman Sturgeon made a motion to approve vouchers #21900 through #21957 for a total of$36,063.33. Supervisor Osfar seconded and the motion carried.
Chairman Sturgeon made a motion to table discussion regarding the 2010 Budget until September 30, 2009 at 9:15 AM. Supervisor Osfar seconded and the motion carried.Supervisor Osfar made a motion to adjourn. Supervisor Misiak seconded and the motion carried.
