Minutes December 2, 2009
Town of Winchester Planning Commission
Winchester Municipal Building
Present were Brian Logan, Nils Olson, Roger Miller, Dick Smith, Karl Solberg, Steve Steiner, Tom Misiak
Meeting called to order at 7:00p by the Acting Chairman.
Approval of the agenda: No approval
Approval of the minutes: No Approval
1. An explanation was given to new members about the history of the Land Use Plan and forming of the Planning Commission.
2. Tom explained that the Planning Commission needs to have a report for the Town Board as to what has been done since the origin of the Smart Growth Plan in 2001. This is to be presented to the public at the Annual Town Meeting. Roger is to e-mail to tom the copy of the review that was done to the document in 2004.
3. Discussion on having an updated and complete plan for the Town Board.
4. Handed out the Planning Commissioner Handbook.
5. The long range plan will be spelled out as the result of a current and comprehensive Smart Growth Plan.
6. Tom will get copies made of the Smart Growth Plan so the committee can pick up a copy on Wednesday the 9th of December at the Town office.
7. Steps to be taken for a current Plan:
a. Get opinion from the Towns attorney as to the strength the 2020 Smart Growth Plan has verses Vilas County Smart Growth Plan.
Dick Smith made a motion to advise the Town Board to seek council to advise us of the strength of the Winchester 2020 Smart Growth Plan. Nils made a second to motion by Nils. Passed
b. Read & familiarize ourselves with the Smart Growth Plan.
8. The meetings will officially be the 3rd Monday of the Month at the Town Hall at 7:00pm.
9. The Commission requested that Tom place on the agenda that the Town Board expands the number of Planning Commission members from 5 to 7.
10. Items that possibly need to be place in the Smart Growth Plan are:
a. Aquatic invasive species (AIS)
b. Terrestrial invasive species (TIS)
c. Viral Hemorrhagic Septicemia (VHS)
d. What will be done with the Plum Creek property as it is sold?
e. Others as identified.
NOTE: All Town Supervisors present abstained from voting.
