Present were Brian Logan, Nils Olson, Roger Miller, Steve Steiner, Joe Osfar, Tom Misiak, Larry Sturgeon, Lorine Walters(PI), Chuck Hayes(PI), Leon Kukanich(Lincoln), Brian Uttech(Lincoln), Frank Bauers(AV), Scott Maciosek(Cloverland), E.F. Grough(Cloverland), Henry L. Bauers(MW), Rick Stadekman(Wis Twns Assoc), Jeff Hunter(AV), Paul Carlson(Win), Gaile Misiak, John Hanson(MW) and Shirley Olson
Meeting called to order at 7:00pm by the Tom Misiak

- Rick went over the background of Comprehensive Planning as governed by statutes 66.1001. Zoning and maps appear to be the most important to be correct. There are 750 Towns under County zoning in Wisconsin. Once a Town is under County zoning it is hard to get out unless a County Comprehensive revision is made. A Town can block or veto a County zoning request per S.S. 59.69. However a town cannot block a conditional use request, only voice an opinion.
- During review of a Comprehensive Plan, questions should be: did we accomplish goal, does it need more work, etc. The Plan must be reviewed every 10 years, readopted by the Town Board and forwarded to the County Board for acceptance.
- Regional Planning Commission has the most current figures for the charts.
- S.S. requires that 5 or more parcels in a group of 1 ½ acre parcels must be platted.
- The main thing to be concerned with is consistency. There has been a Bill recently introduced to define consistent.
- Plan Commission size is defined in S.S. 60.62 as under 2500 population 5 members and over as 7 members.
- The following are the answers given to the questions that we submitted:
a. County zoning will do the regulation but the County Plan and Winchester Plan should be consistent and incorporated into the County Plan.
b. Advisory to the Town Board. County regulates, the Town has veto power for 10 days except may file under S.S. 59.69(5,c) to extend to 30 days. Variance and Conditional Use Permit can’t block.
c. Town only has the authority as given by statute. 20,000 sq ‘ answered. 30% with mitigation. Check County zoning S.S. 59.69(5,d) If an item is in the Comprehensive Plan and a grant is requested later the Town will have a better chance of receiving the grant.
d. In the future should a developer have to put the transportation in when developing.
e. Would create an inconsistency with the plan.
f. Binding on Land use zoning.
g. Only in zoning.
- Coordination is 17.12 Title 43 of the US Code of BLM shall coordinate with local government. An ordinance is needs to coordinate with them. Check with Coordination what is it? Local government needs to adopt a resolution. BLM needs to work with the Town.

NOTE: All Town Supervisors abstained from voting.
