WINCHESTER TOWN LAKES COMMITTEE
MEETING MINUTES -- JANUARY 26, 2012
Present: Bowen, Ethun, Budnik, Lull & Ritter
Guests: Nicki Lull
Ethun called the meeting to order at 9:15 a.m. with the Pledge of Allegiance. It was noted that we did not have a quorum present and this is a discussion and informational meeting only.
Approval of Agenda: Motion by Budnik, second by Lull, motion passed.
Minutes of the September 22, 2011 Meeting were read and approved on a motion by Lull and second by Budnik.
Financial Report: The AIS Reserve account had expenditures of $11,518.65 from the budgeted amount of $13,000 for 2011. All expenses were related to the Harris Lake curly leaf pond weed remediation. A total of $706 was expended in 2011 from the Town Lakes Committee budgeted account of $1,000. The Town Board has budgeted $15,000 for the AIS Reserve account, and $1,000 to the Town Lakes Committee operation for 2012. The $700 Donation Reserve account remains and carries forward to 2012.
Town Board Liaison Report: Supervisor Rick Clem was not able to attend.
Vilas County Invasive Species Coordinator Report: Ted expressed being very pleased with the Winchester Town Board for its annual budgeting an AIS reserve. Winchester is one of few in Vilas County to address AIS as a town-wide issue. He stated that research over the past five years has resulted in more effective treatment of Eurasian Milfoil and the cost of treatment is coming down. Hopefully, that will also follow for Curly Leaf Pond Weed. Vilas County will be hiring six interns for boat landing inspections in the eastern part of the county this summer, in a program through UW-Oshkosh. Ted has been in conversation with the Discovery Center about the possibility of coordinating such a program in the North Lakeland area. Ethun will follow-up with the Discovery Center regarding the 2013 summer season.
OLD BUSINESS
Harris Lake CLP Grant Up-Date: Ritter reported that the rapid response grant application has been filed by the Harris Lake Association. Ethun had talked to Kevin Gauthier, DNR, who suggested that it may be more efficient for the Town Board to make
the application in the future, since the Town of Winchester is responsible for paying the bills and the local share.
Lake User Guides & Welcome Packets: These items were tabled to the April agenda.
Purple Loosestrife Remediation: There is a small infestation along Highway W. Arlene Kellet and Ethun bagged the seed heads and pulled plants in October. It was suggested that we approach the Discovery Center to do an on-site Purple Loosestrife control workshop sometime this summer. Last year our committee paid NLDC $200 to present a Terrestial Invasive workshop free to the public. Those in attendance felt this would be appropriate to do for the PL infestation.
Rusty Crayfish Study Public Information Meeting: The Notre Dame and UW Limnology stations are both conducting long-term crayfish studies. Ritter is working with them to do an informational meeting this summer.
NEW BUSINESS
Planning for 2012 Summer Season: Discussion was held whether to hold the Crayfish Boil in the park this year. We did not hold it last year, and there are groups asking to use the park this summer. Those in attendance suggested that we give up the August 18 date to allow other events in the park.
WI Lakes Convention: The convention will be April 10-12 in Green Bay. It was suggested that, as last year, we pay the registration fee for anyone from Winchester wishing to attend.
WI Lake Leaders Institute: Budnik reported that he is applying to attend the six day school sponsored by UW-Stevens Point. If selected, the cost is $350 including room and board, and we will consider whether to contribute to the cost at our April meeting.
The meeting was adjourned at 11:00 a.m. The next meeting is scheduled for April 26, 2012.
