Monthly Meeting 8/16/10
Winchester Town Hall

Meeting was called to order by Chairman Rolf Ethun at 9:05am. In attendance were Rolf, Mark Schuelke, Arleen Kellett, Steve Budnik, Bill Heins, Jan Scalpone, Don Madden and Sue Krieck. Five member lakes were represented. A quorum was present.

Motion to approve the agenda was made by Madden…seconded by Scalpone. Agenda was unanimously approved.

Minutes of the 7/22/10 meeting were read by Ethun. Motion to approve the minutes was made by Kellett…seconded by Heins. Minutes were unanimously approved.

Financial Report
WTLC Education Account…$921.56
AIS Reserve Account (Town)…$7,300.00
WTLC Donation Reserve Account…$700
Suggestion was made to itemize all expenses on the report.

Presentation of Bills
No bills were presented. However, the bill from FYI for the shoreline restoration workshop still has not been received.

Heins will provide to-date expenses for the curly leaf pondweed project at the next meeting. Heins will also provide projected expenses for CLP treatment in 2011. This will be helpful when the Town begins putting together its 2011 budget.

Town Liaison Report
No report made…liaison Osfar was not present.

Vilas County Invasive Species Coordinator Report
No report made…coordinator Ritter was not present.
Ethun reminded the WTLC about the upcoming Vilas County AIS Partners meeting to be held at the Boulder Junction Town Hall on September 23 from 9am-3pm.



Misc.
The Town has received the reverse AIS sign for Harris Lake. However it has yet to be posted. Ethun will check with Osfar regarding getting it posted.

A study regarding the status of local bat populations is currently underway. Interested volunteers should contact Linda Winn, DNR Wildlife Manager, Woodruff Office.

Old Business
· Harris Lake CLP
Heins reported…the chemical to be used is endothal. This chemical will not impact wildlife; this chemical will not impact loons; this chemical can be distributed by excessive boat traffic; this chemical will not impact local wells (if well owners want to test their well for the presence of endothal, it will be at their expense); use of lake pumps should be discontinued for 7 days after application; the boat landing cannot be closed during the application process.
· Welcome Packets
Packets are in the process of being put together by Scalpone and Kellett. Areas of information will include environmental, local lake, Town government and County government.
· WTLC Picnic (formerly Crayfish Boil)
Menu will consist of brats, burgers and corn on the cob. Schuelke, Osfar and Dave Theesfeld will cook. Schuelke will buy the food and supply the sound system. Carole Theesfeld will organize the pot luck food. Ethun will check on the availability of rusty crayfish. Heins will buy and soak the corn. Ethun will check on a loon display/presentation. Krieck will issue name tags. Everyone else will setup/cleanup. Also need a couple people to do the 50/50 raffle. Picnic is set for Saturday August 21 at 5:30.
· Town Lakes User Guide
One change was made…fireworks permits will be issued by the Winchester fire department rather than Vilas County. With this change, Scalpone made the motion to forward this guide to the Town Board for approval. Motion was seconded by Heins. Motion unanimously passed.
· Musky Classic
Lakes associations will be responsible for performing AIS boat inspections at the landings on Harris, South Turtle, Papoose and Birch during the tournament.
· WTLC Lake Representatives
Sue Krieck has agreed to serve as the alternate for Rainbow Lake. Scalpone made the motion to accept Sue to the WTLC…seconded by Madden. Motion unanimously approved. Ethun will get this on the next Town board agenda for their approval.
· Town Planning Committee Liaison Report
Scalpone reports the planning committee continues to update the Town’s comprehensive land use plan.

New Business
· Hiawatha Lake is having a fish survey done next spring by a former DNR fish manager who is doing this as a business in retirement. The DNR will not do this as there is not a public boat landing on Hiawatha. Contact Ethun if interested in doing fish surveys on small private lakes.

A motion to adjourn was made by Madden at 10:40 am…seconded by Kellett. Approval was unanimous.
