January 28, 2010

Financial Report
$1297.78 used for last year for Harris Lake CLPW survey from the Lakes Committee education budget. Mark commented, Money should not come out of our budget, but out of AIS budget.
$1000 for our WTLC Committee and $4,000 per year for AIS irradication
Quick Books...call Bob Bridges to see if he is familiar with the program. Can he help Ruth learn the program?
Money that was donated to WTLC is not being tracked on financial report.
Could money that is donated to WTLC be controlled by the committee instead of incorporated into the town budget? That way we can keep track of it. Joe will take to the board.

Town Liaison - Joe Osfar
No boat landings open except for snowmobiles.
Harris will not be able to tell until spring the scope of infestation.
Another study will be done by either Onterra or the DNR or both to determine if mediation can be done. Joe will follow up.

Vilas Co Invasive Species Coordinator
Rolf has not heard from Ted.
He had responded previously to the crayfish boil.
Ted suggested we have a contest to crown a “Miss Rusty Crayfish”!

MW and Lac D. Flam are partnering and are applying for a grant managed by the Discovery Center. An intern would be the coordinator. Separate AIS coordinators in both communities did not work out. Possibly in the future we may wish to consider partnering with MW and Lac D. Flam. to help provide volunteer hours required by the grant.



Old Business
Smart Growth
Tom Misiak is on the road and cannot be here. As a direct result of Jan S. raising questions about the plan done 10 years ago, all the town board members and planning commission now have copies. Need to update as the plan is now 10 years old. Questions as how to implement. Towns liked it, counties did not. State had done most of the work. Rick Klem is the county representative for the plan. He was not invited to the last county meeting held for discussion of the plan. Due to the mandate and deadline of completion being 2010, Tom Misiak is going to talk to WI Towns Association’s legal counsel and is having the County coordinator come to the next Town of Winchester planning committee meeting.

Signage
Mark drafted a reverse sign and talked to Ted. DNR is going to be working on AIS reverse signage for the boat landings so we will wait because they would then not be at cost to the committee.

Signage status for lake names on landing kiosks:
Mark ordered from Lakeland Sign and Graphics. On Dec 29th they finally got graphics ready but had not yet made signs. Signs were not ready before Ruth closed the Town books at the end of the year.
Job cancelled for the time being. Joe offered to make wooden
lake signs for boat landings.

AIS Story Hour
Summer is best time for kids AIS program. Joe suggests doing the program at the park.
Do they have AV needs? Judy will talk to Judy Ruch at the PI library.

New Business
Welcome Packets
Cheryl will bring Kathy Burdsell’s welcome packet to next meeting.

Sponsorship of Crayfish Boil
Joe suggests WLTC oversees event as the sponsor, but a member from each lake association is involved in planning. All agree. Mark will call me with the August date.
Cheryl suggests eliminating crayfish from the picnic. Joe wants to keep as part of a tradition. Mark commented were pretty sparse in our lakes last summer due to bass feeding on them. Keep crayfish but add burgers and brats this year. All agree. Keep it free or charge? Do not want to keep people away. Add a foods donation bucket to the money raffle instead.

Musky Classic
Classic will be held in Winchester this year. Fireman do drinks, Lions food on Sunday.

Shoreline Restoration Workshop
Darrel Gust and Mark have contacted Carolyn Scholl for a presentation at both Turtle and Hiawatha’s Lake Association meetings this summer.
Jan suggested a field trip to John Rossmiller’s house to see his restoration.
Rolf suggested having a shoreline program presented at the Town Hall by Carolyn then go on the field trip to Rossmillers and possibly the Discovery Center. Shirleen Schmidt, possibly be our field guide?

Wisconsin Association Of Lake Convention Mar 30 - April 1
Cheryl will send out an e-mail concerning the website and registration.
Rolf and Cheryl will attend.

Citizen Lake Level Monitoring
Discovery Center has surveying equipment and needs to train a new person to do the initial surveying and benchmark. Extensive training and commitment to the surveying is required and needs to be a paid position. Citizens are only involved in reading an indicator of the current lake level and reporting their findings.

Other Business
Judy Haberman will be resigning from the committee due an overload of commitments.
Rolf and others thanked her for her service. Judy will be missed.
We need to find a new member from Birch Lake. Joe will fill in until we find a replacement.

Mark would like to have our WTLC minutes on the Town website. Joe is developing the website and we will eventually be able to include our minutes.
Cheryl will send monthly minutes to Ruth.

Motion to adjourn at 10:45AM by Judy. Mark seconded...adjourned.

Next Meeting: March 25th at 9AM at the TOWN HALL
No meeting in February due to lack of quorum.
