Winchester Town Lakes Committee
July 22, 2010
Present: John and Helen Rossmiller, Ethun, Madden, Kellett, Bowen, Hines,
Scalpone, Schuelke, Osfar, Budnik
Call to order by Ethun at 9AM
Introduction of Guests :Ed Bourbonais, Harris Lake, Sue Krieck, Rainbow
Agenda: approved. Motion made byScalpone, seconded by Madden
June Minutes: Correction...Helen is part of the Welcome Committee
Minutes approved, Jan made motion, Arlene seconded...passed
Financial Report ....No bills at this time. No activity. Bowen will check into bill for ad in
FYI, have not received as yet.
Town Liaison Report: Joe Osfar reported on S. Turtle Boat landing to repair and
stabilize launch. New pads will be provided by DNR next year.
Ordering tables for the park. Need people to serve on the committee for the picnic.
Vilas Co Invasive Species Coordinator: Ted Ritter
(Not in attendance)
Reverse signage from state is limited. Only lake in Winchester that will get one is Harris
because it is infested. Local committee will be responsible for installation of sign.
Survey to fill out after installation.
Jan: Ted looking to Town Lakes Committees to TIS.....Looking for a memorandum of an
agreement . Money available from forest service, but a regional umbrella group is
needed to have access to the $.
Old Business:
Harris Lake curley pond Weed: Hines
July 3rd Harris Lake Association met. Most of meeting spent discussing effects of
chemicals on other lake plants and humans, pets, etc. Voted to be be treated in 2011
5.5 acres are affected. Will get grant and increase dues Not just one application...may
take 2 or 3. Currions may not start to grow for 2 or 3 years. Ted and Bronson
collaborating.
Increase from 4.2 to 5.5 acres this year. Explained application process.
First application will be $4,181.00.... $3,335 DNR and $522.63 from the Harris Lake
Asso. and WTLC
Funds from DNR will be available in 2012 for another treatment.
Joe: There is $10,000 available from the DNR through the town.l
Discussion of treatment followed.

Table till Aug meeting.
Shoreline Restoration:
How will cost be defrayed for food and advertising?
Mark made motion to take from $1000. from the Town Lakes budget. Arlene seconded.
Motion passed.
Crayfish Boil: Rolf
Rolf will coordinate volunteers.
Let Rolf know who will be volunteering from your lake.
Will do 50/50 raffle
Motion made for cost of picnic from taken fromTown budgeted funds. Mark made the
motion, John seconded. Motion passed.
Winchester Lake User Guide:
Mark has added fireworks.
Rolf thinks it should be listed under the law. Jan and Mark will re-work.
Permits needed and insurance is required by Vilas Co...not the fireworks vendors.
Permits issued by the Town.
Musky Classic: 10 and 11th September
Monitors needed at boat landings
New Representatives for Town Lakes Committee. Birch, Rainbow and Pardee
Lakes
Rainbow Alternate, Sue Krieck
Pardee: Cary Stegler possibly interested.
Birch: Nothing
Town Planning Commission Liaison Report: Jan
Discussed new goals and objectives. Updating and eliminating. Assigned 2 objectives
to Jan. Address degradation to streams and lakes.
Jan.....”Here are the two objectives the Plan Commission assigned to the Town Lakes
Committee in the update of the T. Winchester 2020 Comprehensive Land Use Plan” :
Under the Goal: Preserve and protect the aesthetic, ecological quality, function, and other
values of the town's land and water resources:
7. Develop and coordinate partnerships and cooperative efforts to address documented water
quality degradation in town lakes and streams
8. Encourage and support the development of comprehensive stream and lake management
plans which include surveys, assessment and monitoring, and recommendations for restoration
and improvement.
New Business: Meeting schedule changed through winter months.
Next Meeting August 16th at 9am
Meeting in September because of Town budget submissions and then maybe not until
January to plan for next year. All agreed. Starting in April, meet on a monthly basis for
throughout the summer. Motion Mark , seconded, Bill. Motion passed.
