Minutes
May 27, 2010
Present: Steve Budnik, Darrel Gust, Jim White, Mark Schuelke, Joe Osfar, Jan
Scalpone, Cheryl Bowen, Rolf Ethun, Ken Stolzman
Approval of Agenda....Motion by Scalpone, seconded Schuelke.
Approval of April Minutes...Motion by Scalpone, seconded Schuelke
Financial Report.... Ethun
We now have account numbers included in the town of Winchester budget. One is for
treatment of AIS. $73.000 is on reserve for any major treatment of AIS at the discretion
of the town board. Another account is donated monies. That money will be carried
forward year to year. The last account number is the $1000 budgeted per year by
town board and funds are not carried over.
Town Liaison Report...Osfar
Joe would like to see Vilas Countyʼs Lake Courtesy Code reviewed and used to adopt a
Winchester courtesy code that can be placed at boat landings. Jan noted that it
includes some state laws and some information needs to be updated. Put on agenda
for next monthʼs meeting. Mark and Joe and Jan will put together a rough draft of the
Courtesy Code before the June meeting.
Boat Landing Signage:
Osfar feels that Town board should pay for the lake name signs with the Parks budget.
Mark will get ball park prices for signs. Kiosks were built with a grant from the DNR.
Courtesy rules would be posted by DNR.
Vilas Co AIS Coordinator....Ted Ritter
Ted not able to attend but noted in a recent e-mail of a New revised watercraft boat
landing weed check off sheet. Also info on fishing with live bait.
Comprehensive Land Use Plan
Roger Miller sent minutes to Jan, she was unable to attend. Jan is our liiason for the
town planning commission They started to do some updating in 2004. Nothing new
has been added. Waiting for census to come out then will make updates.
Joe...Updating goals and objectives by have to be approved by town board by March
2011
Harris Lake Report: Jim White.... Infestation is 4 acres in total. 2 acres in NW corner is
largest growth area. Results received too late in the year to treat. Another study will be
done to map area to see what is currently there. That info will be compared to last
years study. Hoping to make a determination by July 3rd. President of Association is
bringing in a specialist to speak to to Harris Lake about the use of chemicals in lakes.
Earliest treatment would be early spring of 2012. What does “treatment” mean? Jan
wonders if it is environmentally sound to use chemicals and cut weeds.
Lake Welcome Packets... Bring updated packet to next meeting.
WTLC Picnic. E-mail poster to lake committee members to send out to their members .
Cheryl will do the publicity
Shoreline Restoration Workshop:
Carolyn Scholl will be with us all day. Publicity will be sent out in June.
Joe will announce at June 7th meeting.
Musky Classic
Joe suggests that each lake association president recruit volunteers. Are boat landings
monitored for other times other than the fishing tournament?...Darrell
WTLC Members:
Need alternate for Rainbow. Birch needs both a member and an alternate. Motion to
elect Katy Felker as an alternate for Adelaide.by Bowen, Mark seconded.as an alternate
for Adelaide. Steve Budnik will be alternate for Turtle Lake. Mark made the motion and
Jan seconded. Joe...Trouble finding a Birch Lake representative.
Maybe changing our meeting day to Monday would help get a new member? Darrel
thinks that friday would be a better day. Consider teleconference from home via phone
or computer instead of meeting in person.
Update on Citizen Lake Level Monitoring :
Lake level monitoring by UW limnology department. Al Drum is installing measuring
devices today on Birch, Papoose, and Hiawatha.
